RUERGAB RUERGAH RUERGAJ UNCLAS SUBJECT: NON-AVAILABILITY CONTROL NUMBERS (CNS) FOR SERVICE MEMBERS ON TEMPORARY DUTY (TDY) TRAVEL ATTENDING SERVICE SCHOOLS
1. The purpose of this message is to provide policy on the issuance of non-availability control numbers (CNS) for service members on tdy to reduce travel per diem costs to the army. We analyzed information from 16 TRADOC installations which indicated that a significant number of service members are receiving non-availability CNS even though soldiers can be accommodated within the current inventory of tdy billeting. This drives up travel per diem costs. Congress continues to reduce the army for the amount we expend for travel and per diem. In light of congressional pressures and the armys constrained operation and maintenance budget, we must continue to identify ways to reduce our TDY costs. The policies delineated below will reduce appropriated fund costs while maintaining quality of life. The policies outlined below are effective upon receipt of this message. 2. Policy 1--off post lodging for entire classes. School commanders must use all available on-post government quarters before off-post lodging is authorized. This means that available on-post government quarters must be used even if class integrity cannot be maintained. Class integrity is not a recognized justification for authorizing off-post lodging. When on-post quarters are available, the lowest cost option is the governing factor for making the lodging decision. 3. Policy 2--service members accompanied by spouses for training less than 20 weeks. In accordance with reference a, service members are not entitled to dependents travel and transportation allowances when a member is assigned to a school or installation as a student, if the course of instruction is a TDY course scheduled for less than 20 weeks. MACOMS/installations must follow the following policies in accordance with references b, c, and d. a. Inform service members that if there are available adequate government quarters for the service member and not the dependents, the government quarters are "available" to the service member and reimbursement for lodging is based on that availability. If the service member elects to use off-post lodging, a quarters non-availability cn will not be issued and lodging reimbursement is based on the cost for the on-post quarters. The commander who controls the quarters or his designated representative determines the adequacy of quarters, not the service member. B. Include the following statement in block 16 of the dd1610 or format 400: "if there are available adequate government quarters for the service member and not for dependents, government quarters are available for the service member. If the service member elects to use the off-post lodging, a quarters non-availability control number will not be issued and lodging reimbursement is based on the on-post quarters rate." C. Issue CNS only if government quarters are not available for service members. The presence of dependents is not a criterion for issuing CNS. 4.We strongly encourage the service schools and the installation lodging operations to maximize the use of government quarters. Joint participation in this effort will benefit all operations and reduce travel per diem costs. 5.Headquarters department of the army agencies and training MACOMs, as appropriate, must incorporate above policies into applicable regulations. 6.
