Teror orgutu PKK-KADEK propagandasinin yapildigi "Kurdish Media" isimli web sitesinde rastladigimiz bir haber, bizleri oldukca sasirtti.

Haberde; "Kanada'nin Ingiliz Kolombiya eyaletinde onumuzdeki gunlerde Medya TV'nin katkilariyla, Kurtce yayin yapan bir TV programinin yayinlanacagi" duyuruluyor.

11 Eylul'de ABD'de yasanan terorist saldirilar sonrasinda, terorizme karsi duyarliligin doruk noktasina ulastigi bir donemde, teror orgutu PKK-KADEK tarafindan yonlendirildigi bilinen Medya TV'nin programlarina yer verilmesine yonelik bu girisimi, ciddi kaygi ve uzuntu ile karsiliyoruz.

Birlesmis Milletler, ABD ve Avrupa Birligi tarafindan yayinlanan "teror orgutleri" listesinde yer verilen PKK-KADEK, uluslararasi kamuoyunca bilindigi uzere, Medya TV araciligiyla, orgut propagandasi yapmakta, kadrolarini ve sempatizan kitleyi yonlendirmekte ve siddet eylemlerini organize etmektedir.

Onceleri Med TV araciligiyla orgut propagandasi yapan PKK-KADEK'in yayin organinin lisansi, suca ve siddete tesvik, tahrik niteligi tasiyan yayinlari nedeniyle, Ingiliz Bagimsiz Televizyon Komisyonu (ITC) tarafindan iptal edilmistir. Ancak PKK-KADEK, bazi Avrupa ulkelerinin demokratik yapilarinin yarattigi olanaklardan istifade ile Medya TV adi altinda orgut propagandasini surdurme imkanina yeniden kavusmustur.

Teror orgutu PKK-KADEK ile Medya TV arasindaki iliskinin surec icinde yarattigi rahatsizlik, bazi ulkeleri Medya TV gercegi konusunda daha rasyonel tutumlara yoneltmistir. Cunku, teror orgutunun, Avrupa ulkelerinde yasayan taraftarlarini Medya TV araciligiyla kisa zamanda organize ederek, siddet eylemleri icin potansiyel bir tehdit olusturdugu, yasanan bircok ornekle kesinlik kazanmistir.
Nitekim, programlarinda tarafsizliga riayet etmedigi, teror orgutu PKK-KADEK'in gorusleri dogrultusunda haber ve yorumlara yer vererek, demokrasi, basin ozgurlugu ve insan haklari gibi kavramlari istismar ettigi, kitleleri terorize ederek, "siddeti korukledigi" gerekcesiyle, Fransa Radyo Televizyon Yuksek Kurulu (CSA), Medya TV'nin yayin lisansini yenilememistir.

Basin-yayin organlarina yansiyan bilgilere gore, Avrupa Birligi ulkelerinin TV ve Lisans Denetleme Kurullari'nin Mart 2002'de İngiltere'de yaptiklari toplantilarda, Medya TV'nin durumu ozel olarak gundeme alinmis, İngiltere ve Almanya basta olmak uzere bazi AB ulkeleri "teror orgutuyle baglantili oldugu bilinen Medya TV'ye lisans vermediklerini ve vermeyeceklerini" vurgulamislardir.

Almanya Anayasayi Koruma Teskilati tarafindan 24 Mayis 2002 tarihinde aciklanan "Terorizm Raporu"nda ise; "Almanya'da 1993 yilindan beri yasakli bulunan PKK-KADEK'in silahli kadrolari, halen tehdit unsuru olma ozelliklerini surduruyor. Almanya'da harac toplayan PKK-KADEK, Medya TV ve Ozgur Politika Gazetesi araciligiyla sempatizan kitleyi yonlendiriyor" denilerek, teror orgutu PKK-KADEK ile Medya TV arasindaki iliski bir kez daha ortaya konulmustur.

Harac ve uyusturucu ticaretiyle finanse edilen Medya TV'nin, PKK-KADEK tarafindan "para aklama" faaliyetlerinde kullanilmasi da, yayin organinin PKK-KADEK faaliyetlerinde oynadigi rolun niteligine dikkatleri cekmistir.
Belcika'nin onde gelen De Standaard Gazetesi'nde 3 Mayis 2002 tarihinde "Para Aklama Konusunda Kurt Televizyonuna Yeni Bir Sorusturma" basligiyla yayinlanan haberde verilen bilgiler ilginc noktalari ortaya koymustur.

"Denderleeuw'de bulunan Medya TV'ye yonelik yeni suclamalar var. Bruksel Adaleti, Medya TV'ye yapilan 2.5 milyon Euro tutarindaki bagisin kaynagini arastiriyor. AB'nin terorist orgutler listesine giren PKK ile Medya TV'nin iliskisi biliniyor. Savcilik, 2.5 milyon Euro bagisin, harac ya da uyusturucu kacakciligindan saglandigini dusunuyor. Gercekten de Medya TV'nin, Denderleeuw'deki BRD Yapimevi'ne 2.5 milyon Euro odedigi ortaya cikti. Sorgu Hakimi Jeroen Burm, harac ve uyusturucu kacakciligindan elde edilen paralarin, Medya TV'nin Denderleeuw'de hazirlanan programlarla 'aklandigi" gorusunde. Bruksel Savciligi, daha once 1996 yilinda da teror orgutunun televizyonu ile ilgili olarak 'para aklama' konusunda kapsamli bir sorusturma yurutmustu. Denderleeuw'deki BRD Yapimevi ve Medya TV sorumlulari, 8.6 milyon Euro tutarindaki bagislarla ilgili olarak tutarli bir aciklama yapamamislardi. Hatta Sorgu Hakimi Burm, PKK lideri Abdullah Ocalan'i İmrali Cezaevi'nde para aklama konusunda sorgulamisti."

Kanadali yetkilileri, bu gercekler dogrultusunda, "Medya TV destekli Kurtce yayin" konusunda, bir kere daha dusunmeye davet ediyoruz.

Terorist ve uzantisi organlara gosterilecek hosgorunun, huzuru ve guvenligi yok edebilecegini unutmayalim. Kolombiya'da yasayan 5 bin Kurdun, teror orgutu PKK-KADEK'in yayin organi Medya TV programlari araciligiyla terorize edilebilecegi ve kamu duzeninin masum gorunen talepler karsiliginda feda edilebilecegi gercegini goz ardi etmeyelim.

Kanadali yetkililerin, uluslararasi terorizmle mucadelede uygar dunyanin yaninda yer alacagina ve PKK-KADEK teror orgutunun yan kuruluslari tarafindan organize edilen bu tur girisimlere izin vermeyecegine inaniyoruz.

To whom it may concern,

We have been quite confused about a news article that we came across in the web site "Kurdish media" which propagates the terrorist organization PKK-KADEK.

This article says that: "İn the Canadian State of Colombia a television programme in Kurdish shall be broadcasted in the coming days with the contribution of Medya TV."

İn the aftermath of the 11 September terrorists attacks in the USA and in a period when sensitivity against terrorism has reached a climax, we are deeply concerned and distressed about this initiative of broadcasting programmes of Medya TV known to be steered by the terrorist organization PKK-KADEK.

As it is known by international public opinion, the PKK-KADEK, which has been included in the UN, US and EU list of "terrorist organizations", conducts propaganda activities for the orgnization, steers the cadres and masses of symphatizers and organizes acts of violence by means of Medya TV.

The broadcasting license of the PKK-KADEK, which used to conduct the organization's propaganda activities through Med TV, had been annulled by the British İndependent Television Commision (İTC) for reasons of inciting crime and violence and the provocative nature of the broadcasts. However, the PKK-KADEK by exploiting the opportunities created by the democratic structures of some European countries, has found again the means to maintain the propaganda activities for their organization under the name of Medya TV.

The disturbance created in time by the connection between the terrorist organization PKK-KADEK and Medya TV has led some countries to take a more rational attitude regarding Medya TV. Because many examples have certified that the terrorist organization constitutes a potential threat for acts of violence since it is capable of organizing in a short period of time the symphatizers in European countries by means of Medya TV.

Nevertheless, the French Radio Television High Board (CSA) has not renewed the broadcast license of Medya TV under the pretext that it has not been objective in its programmes, that it is exploiting concepts like democracy, freedom of press and human rights by giving news articles and comments in line with the views of the terrorist PKK-KADEK and that it is "inciting violence" by terrorizing the masses.

According to reports in press organs, there have been held meetings of TV and License İnspection Boards of EU states in March 2002 and in these meetings the case of Medya TV had a special place on the agenda. Some EU countries, especially Great Britain and Germany have emphasized that "they have not given and will not give license to Medya TV known to be in connection with the terrorist organization".

İn the "Terrorism Report" announced on 24 May 2002 by the German Organization for the Protection of the Constitution it has been stated that: "The armed cadres of the PKK, the activities of which were banned in Germany as of 1993, maintain to be a threat. The PKK, which continues to conduct activities of racketeering in Germany, steers its sympathizers by means of MEDYA TV and the daily Ozgur Politika". This once again reveals the connection between the terrorist PKK-KADEK and Medya TV.

Medya TV which is financed with racketeering and narcotics trafficking activities is also used by the PKK-KADEK for "money laundering" activities and this is of importance with regard to the role of Medya TV.

İn the daily De Standaard, one of the important Belgian newspapers, there was an news article issued on 3 May 2002 under the title of "New İnvestigation on Kurdish Television Concerning Money Laundering". The information in this article reveals important aspects.

"There are new claims concerning the Medya TV located in Denderleeuw. The legal authority in Brussels investigates the source of the donation totalling an amount of 2.5 million Euro granted to Medya TV. The connection between the PKK, which has been included in the EU list of terrorist organizations, and Medya TV is known. The attorney generalship thinks that the donation of 2.5 million Euro is provided from racketeering and/or narcotics trafficking activities. İt has actually been established that Medya TV has paid 2.5 million Euro to BRD Productions in Denderleeuw. Prosecutor Jeroen Burm is in the opinion that the money raised from racketeering and narcotics trafficking is "laundered" with the programmes of Medya TV prepared in Denderleeuw. The attorney generalship of Belgium had previously in 1996 carried out an extensive investigation on "money laundering" concerning the television channel of the terrorist organization. The executives of BRD Productions and Medya TV have not been able to give a consistent explanation for the donations totalling 8.6 million Euro. Moreover, Prosecutor Burm had interrogated PKK leader Abdullah Ocalan on money laundering in the İmrali Prison."

İn the framework of these facts we invite the Canadian authorities to consider once again this issue of "Kurdish broadcast supported by Medya TV".

We should not forget that tolerance shown to terrorist bodies and their extensions can eliminate peace and security. İt should not be ignored that the 5 thousand Kurds living in Colombia could be terrorized by means of the Medya TV programmes being a broadcasting organ of the terrorist organization PKK-KADEK and that their seemingly innocent demands are likely to sacrifice the public order.

We believe that the Canadian authorities will take sides with the civilised world in the struggle against international terrorism and shall not permit initiatives like these which are organized by proxy-organizations of the terrorist PKK-KADEK.
