NO CONCESSION TO "KURDISH STATE" FROM SYRIA
While the discussions about the reconstruction of Iraq still continue, the
Syrian Leadership stated they would not allow a "Kurdish State" to be founded
and they had started to take efficient measures against the terrorist
organizations operating in Syria, primarily the terrorist PKK-KADEK.
Last month, the Syrian Ledarship heavily damaged the terrorist PKK-KADEK by
delivering its 7 leading members to Turkey and Syria considers the attempts of
the Iraqi Kurdish groups to establish a "Kurdish State" as inadmissible.
Turkey and Syria have had problematic relations for years due to Syrian support
to the terrorism, its effort to show Antakya within the Syrian territory and its
emphasis on water issue. However, in recent years the Turkish-Syrian relations
have begun to develop.
Syria was the most important supporter of the terrorist PKK since its foundation
until 1998. It provided protection to the senior members of the organization,
established training camps for the terrorists and supplied logistics to the
organization.
However Turkey did not give up dealing with Syria. On of the most important
articles of the protocol signed on October 20, 1998 in Adana between Turkey and
Syria was as follows: "a direct telephone line will be immediately established
and begin to be used between the senior security authorities of two countries.
In the framework of the struggle against the terrorism, the measures promoting
the security will be taken and a system to control the efficiency of the
measures will be established."
After having supported the terrorism for 19 years, Syria has realized that it
cannot resolve some problems through the terrorist organizations. Syria has
finally realized that there is no need to break the relations, it should rather
than prefer the friendship and good neighborhood and Turkey is the complementary
element to its own security. Syria, who has hosted the terrorism for years,
began to change its attitude due to the determinant position of Turkey in the
struggle against the terrorism.
With the Adana Protocol in 1998 a friendly climate has begun and in the
framework of the principles reached during the meeting of the Foreign Ministers
in 1999 in New York, a normalization process of the relations has begun. The
Turkish President Ahmed Necdet Sezer paid his first official visit to Syria and
took part in the funeral of Hafez Esad. He clearly showed the care of Turkey for
the good neighborhood relations.
The son Besar Esad who replaced the Syrian President Hafez Esad after his death
did not reiterated the mistakes of his father and gave the Syrian authorities a
definite order to develop the relations with Turkey. Nowadays the neighborhood
relations between Syria and Turkey are increasingly bettering.
The Turkish authorities paid an official visit to Syria on November 18-20, 2002
and warned their Syrian colleagues about the important activities that will be
conducted by the terrorist KADEK (PKK) in Syria and Lebanon.
The terrorist Organization KADEK (PKK) wanted to organize itself in a new way in
order to become more efficient in the Middle East countries, especially Syria
and Lebanon. Ömer Hayri Konar alias "Hebat", member of the Chairmanship Council
of KADEK, was conducting this work. Due to his new tasks, Ömer Hayri Konar, who
was very influential in the organization, would deliver the responsibility of
the Middle East and Syria to Selahattin Canavar, who was responsible for
Lebanon. During the meeting held for the delivering of the responsibility for
Lebanon to Selahattin Canavar by the terrorist Konar, Turkish-Syrian security
units conducted an operation during which Hayri Konar, Selahattin Canavar and
other five senior members of the organization were arrested. According to the
statement of one of the arrested terrorists, which is published in the
press-media: "Hayri Konar is very important person in the organization. Once
Semdin Sakik Konar was a very important name. Now Hayri Konar is as important as
him."
The PKK-KADEK leadership tried to conceal from their cadres the fact that the
terrorists Ömer Hayri Konar and Selahattin Canavar are delivered by the Syrian
authorities to their Turkish colleagues. After the emergence of this incident in
the media, it revealed its confusion by stating: "It's hard for us to understand
this attitude of Syria who betrayed the PKK-KADEK".
At the end of the negotiations held on March 12, 2003 between the senior
Turkish-Syrian security authorities, it is decided to continue the operations to
destroy the terrorist organization. The Syrian authorities seem determined to
erase the trace of the PKK-KADEK in Syria and Lebanon.
The meeting held on April 29, 2003 between the Turkish and Syrian Foreign
Ministers is important in the framework of the development of the struggle
against the terrorism and political developments after the war of Iraq.
It is known that Turkey, Syria and also Iran are definitely objecting the
attempts to establish a "Kurdish state" in the region .
It is possible to list the expectations of the international community,
especially the regional countries in the process of reconstruction of Iraq:
-To prevent the attitudes which will threeaten the neighbors of Iraq and cause
new conflicts in the region.
-To establish a democratic regime in Iraqq, by which all the ethnical elements
will be equally represented.
-To let all the Iraqi people have the rigght for control on the natural resources
of Iraq.
-To preserve the territorial integrity annd political unity of Iraq.
-To render peace to Iraqi people as soon as possible.
-To prevent the attempts of the Kurdish ppeople to establish a state on a
ethnical base and disarm Iraq.
-To purify the region, especially Iraq frrom the terrorist organizations and
develop the joint struggle and cooperation against the terrorist activities.
