RULES AND SCORING
1 a. The League shall consist of 12 teams.
1 b. Each roster shall at all times consist of 16 players as follows;
2 Quarterbacks (QB)4 Runningbacks (RB)
6 Wide Receivers (WR)
2 Placekickers (PK)
2 Team Defenses (DE)
1 c. A player may only be assigned to the position for which he is recognized.
1 d. The Commissioner shall be the final judge in all matters concerning position eligibility.
2 a. Each team shall designate 6 players as Franchise players from the previous season (1-QB, 1-RB, 1-WR, 1-PK, 1-DE, 1-WC/RB or WR).
2 b. Team owners must present to the Commissioner a list of their keeper players fourteen days in advance of the draft.
3 a. A player draft shall be conducted prior to the first regular season game. EAGLE I, first Sunday in August; EAGLE II, second Sunday in August.
3 b. The draft proceeds until all teams have filled their 16 player roster. Each team shall receive 2 minutes per selection.
3 c. The draft shall be in reverse order of the previous years final standings which shall include the playoffs. This rule may not be amended except by unanimous vote of all team owners.
3 d. Following the draft, a new period of FREE trades shall begin. This free period shall expire at 8:00 PM on the Friday preceeding the start of the NFL season. No trading of draft picks for the next season shall be allowed.
4 a. The regular season shall consist of 14 games. All teams shall play 2 games against each team in their own division and 1 game against each of the other teams in the league.
4 b. Should two or more teams in the same division have the same record; the record within the division, total points within the division and finally total points within the league shall be used as a tie-breaker-sequence.
4 c. The league shall consist of 3 divisions; A-B-C for pre-naming purposes. Division A being teams 1-4-9-12, B= 2-5-8-11 and C= 3-6-7-10. Team numbers for each new season being based on the final league standings.
5 a. Following the completion of the 14 game regular season a league championship shall commence. The team with the best overall league record playing the Wildcard team and the other division winners playing each other. The remaining 8 teams shall participate in a "Best of the Rest" tournament; team 5 vs 12, 6 vs 11, 7 vs 10, 8 vs 9.
5 b. The 2 winners in round one play for the championship and the 2 losers play to determine third place. The "Best of the Rest" tournament ending after the wk-17 games.
5 c. The FINAL league standings will be determined by the playoffs. The 8 teams not in the playoffs will be ranked by; league record, league points, division record, division points. The "Best of the Rest" tournament having no effect on final standings.
5 d. Prize monies to be distributed on the first Wednesday following the completion of the regular NFL season as follows;

6 a. Each team shall post to the Commission his active lineup (1-QB, 2-RB's, 3-WR's, 1-PK, 1-DE) no later than 8:00 PM Friday. During weeks when there are Thursday games each team will be required to post ONLY those players active on that day, by Wednesday 8:00 PM. ALL players active on Thursday that are to be considered as starters must be made known to the Commissioner by the Wednesday deadline. NO EXCEPTIONS-NO EXCEPTIONS-NO EXCEPTIONS-NO EXCEPTIONS
6 b. Failure to turn in an active lineup by the stated times shall result in that team being required to use the previous weeks lineup unless players from a Thursday game are involved. Those players are voided altogether. NO EXCEPTIONS !!!!!!!
7 a. All trades and waivers must be posted by 8:00 PM Thursday; by Wednesday 8:00 PM when there are Thursday games.
7 b. All trades will cease after week 7 of the NFL season. Three trades will be permitted, only 2 between the same teams.
7 c. Draft picks for the following season may NOT be traded during the trading period. All teams must maintain 10 draft picks.
7 d. A player that is traded may not return to his original team either my trade or waiver.
7 e. A player that is waived may not be picked up until the following week. Preference given to the team with the lower league standing. ALL waiver moves cease after week 14.
7 f. All teams shall be allowed 7 waiver moves. Once all 7 waivers are used no more will be granted. Waivers shall commence on Tuesday.
7 g. For purposes of trades and waivers, the WEEK shall be deemed to commence following the completion of that weeks games. That is, WEEK 1, following the first Monday night game.
8 a. The Commissioner shall be the final judge in all matters concerning the integrity of the league. All members shall expect and receive equal treatment. All members are responsible for fairness in their dealings with other league members and putting forth their best effort each week.
