Rules for Saline Summer Slam 2009

 

- We will follow little league rules with the following exceptions.

- Mercy rule: 15 after 3, 10 after 4, 8 after 5.  All games will be 6 innings in length (7 for 14U)

• 1 hour and 45 minute time limit for all games except the Championship.  No new inning will begin after the 1 hour and 45 minute time limit.

 

PITCHING:  There is a limit on the number of innings pitched as follows:

– Maximum 3 innings per game (4 innings for 14U) and 6 innings per day by any pitcher

– A pitcher recording more than 4 innings in a day is not allowed to pitch the following day.

– No pitcher may pitch more than 8 innings throughout the entire tournament under any circumstances

– Each out recorded counts as 1/3 inning

–   Pitching cards must be completed, signed, and turned into the field manager following each game.

-- Balks: each pitcher will receive one warning 11U and up. After that, regular balk rules are in effect.  For 10U and under a balk is just a warning.  

 

BATTING

• This is an “all bat”, free substitution tournament.  Each team is required to bat their entire line up (up to 14 players. If a team has more then 14 players substitutions can be used but once a non-starter is removed, they cannot return.  A starter can return one time in the same order in the batting line-up).  Players may enter the game defensively at any position at any time during the game except the pitcher position.  Once a pitcher has pitched in a game, he/she is no longer allowed to re-enter at the pitcher position.

 

* For 8U, which is coach pitch, the batter will be allowed a maximum of 6 pitches.  If the ball is not put in play by or during the 6th pitch the batter will be declared out. If the batter hits a ball that then hits the coach pitching, the ball will be live and play continues.

 

BASERUNNING:

• Lead-offs and stealing are allowed for 10U and up.  Stealing is allowed (once pitch leave pitcher’s hand) without lead offs for 9U. No stealing or leadoffs for 8U. Courtesy runners are allowed for the pitcher or catcher with two outs. For 8U there is no stealing of home, for 9U and 10U there is one steal per inning of home allowed, and for 11U and up it is unlimited.

• The dropped third strike rule is in effect for 11U and up.  For 10U and below a dropped third strike the batter is out but the ball is live.

* For 8U, the umpire has the discretion to call time.  In addition, once the ball is thrown back to the pitcher (or within a specified radius of the pitcher’s mound), the ball will be declared dead.  Any base-runners must return to the previous base at this time.

 

GENERAL:

• No pre-game infield or batting practice on the field.

• Intentional walks are allowed. When requested batter will simply take first base.

• The point system will be in effect.  2 points for a win, 1 point for a tie.

• Metal spikes are prohibited (except for 14U)

• Tournament director reserves the right to amend any rule, schedule, diamond location, and format to accommodate time constraints, weather situations, or other special situations as they arise.

• All participants are competing at their own risk and by participating agree to hold all tournament officials, all facilities and their owner and directors, all umpires, all sponsors, and any other person or organization associated with this tournament harmless from any liability resulting from participation in the tournament. 

*  Each team must provide a signed copy of a roster with birth certificates before your first game.  Each team must also provide proof of insurance.  No exceptions.

• Umpires will work to settle all problems on the field.  The umpire in Chief will have final say in these matters. Protests will be allowed for age and pitching violations or rules interpretations only. 

Protest must be declared to umpire before next pitch following the dispute.  No protests will be allowed following the game.  Tournament director will rule on all protests and their decision is final.  Protest fee is $50 cash and will be refunded if protest is allowed.

• All players, coaches and fans will be expected to behave in a sportsmanlike manner at all times.  Any player, coach or parent/fan whose conduct is unbecoming or abusive will at a minimum be warned and may be removed from the playing field or stands at the discretion of the tournament officials or the umpires.  Foul or abusive language will not be tolerated.
