TOURNAMENT RULES

 HOME TEAM RESPONSIBILITIES. Home team (first listed on the schedule)
will be required to change jersey in the event of a color conflict. The home 
team will have the choice of side of field, and will supply the game ball. 
Coaches, players and spectators must remain on their teams side of the 
field. No two teams will occupy the same side of the field.

COMPETITION. All games will be played under FIFA rules by modified 
USYSA/USYS-NV, unless otherwise stated in this rules package. Tournament 
rules may be modified under extraordinary circumstances as deemed necessary 
by the Tournament Director Only. NO PROTESTS WILL BE ACCEPTED OR CONSIDERED.

All players must be registered with USYSA. All players must have player 
passes provided by their respective leagues and must have medical release
forms.

Pre Game Check-In. Team must arrive at the field at least 30 minutes
before their game is scheduled to begin. Please check in at the Field Marshal's 
Station nearest to your playing field. At this time, player equipment will be 
inspected, player passes turned over to the Field Marshal and other necessary 
intruction given. The Field Marshals are here to assist you with anything you
might need. They do not, however, have any authority over any decision making
normally done by a referee.

Determining Winners.
U-5 1st, 2nd, 3rd and 4th place will advance into semifinal, 1st vs 3rd and
2nd vs 4th. Winners will play Championship game.
U-6 1st and 2nd highest points of each bracket will advance to the semifinal. 1st vs 2nd of each opposing bracket and winners will play championship game.
Under 7, 8 and 9 1st highests point of each bracket will advance to semifinal. Winners of Semifinal Game will play Championship Game. Tie Breakers 1) The winner in head to head competition. 2) Least number of goals scored against them. 3) Most number of goal scored in their favor. 4) Most shut-outs with at least one goal being scored. 5) If tie breaker cannot be determined with the above a two 5 minute periods mini-game will be played with no interval. If still tie a 6 min. sudden death will be played and if still tie a round of penalty kicks as per FIFA Rules 7 yards from goal line. (This mini Game will be played on Sunday prior to Semifinal Games) Semifinal and Final. 1) Two (2), five (5) minute overtime periods with a two (2) minute halftime interval if game end in a tie after regulation. 2) Penalty kicks as per FIFA Rules 7 yards from goal line. FORFEITS. A team that failed to show up 5 minutes after scheduled kick off time for their game shall be declared the loser and the other team shall be declared the winner with a 1-0 victory. (8 points). STANDINGS POINTS: 6 POINTS WINS 3 POINTS TIE 1 POINT FOR SHUT-OUT (0-0 ties do not count) 1 POINT FOR EACH GOAL - MAXIMUM 3 GOALS RED CARDS A player given a red card shall be ejected from that game and shall not be replaced. Any player receiving a red card will not be permitted to play in that team's next game. In the event a player is ejected (red carded) for fighting, that player will not be eligible to play in any other tournament games. Any coach receiving a red card in a game shall be expelled from that game, must to leave the field of play to the satisfaction of the referree, and is automatically disqualified from coaching their team at any time during the next scheduled game. In addition, their leagues and association may be advised of the offense. Conduct-Sportmanship-Verbal Abuse Coaches have total responsability for the conduct of their players and fans at all time. The Referee have complete authority during all games and will not allow abusive or profane language or threats of any kind. If, in the opinion of the referee, a game must be terminated due to misconduct, the offending team shall be declared to have forfeited the game. That team could, at the direction of The Tournament Director, be suspended from further play and/or required to forfait all points previously earned. Should a situation arise whereby the Tournament Director determines that there has been excessive verbal abuse, he has the obligation to eject a team from the tournament. An ejected team has no right to any refund, awards, or other consideration if this occurs. Inclement Weather. In the event of inclement weather, the Rug Rat Tournament Committee reserves the right to modify all tournament rules in order to safely and fairly end the tournament successfully. There will be no protests accepted regarding decisions reached on the playability of the facilities, and therefore potentially the outcome of the competition. GAME DURATION: U 5, U 6, U 7 and U 8 will play TWO 20 minutes halfes. U 9 will play Two 25 minutes halfes. BALL: Size 3 for U 5-6-7-8 and size 4 for U-9 TEAM: U 5 Five a side, one of whom is the keeper. Maximum of 10 players per roster. U 6 Five a side, one of whom is the keeper. Maximum of 12 Players per roster. U-7-8 Seven a side, one of whom is the keeper. Maximum of 12 Players per roster. U-9 Eight a side, one of whom is the keeper. Maximum of 14 Players per roster. EQUIPMENT: Players must wear shin pads. No jewelry. Visiting team has jersey color preference. RULES OF THE GAME HIGHLIGHTS: 1) There are no penalty kicks. (Except for tie breaker) 2) There is no enforcement of off-sides rule except for U-9 for flaglant obvious offsides. 3) Parents/spectactors are to stay three yards back from the field. 4) Substitution during any stoppage of play with the referee's permission. 5) All fouls result in indirect free kick. 6) Coaches must remain within 10 yards of midfield.
