Rules and Regulations 1999 Show Season

An organization dedicated to the development of the sport of riding and equal opportunity to applicants requesting recognized shows.
AHSA Sportsman Charter
That sport is something done for the fun of doing it,
and that it ceases to be sport when it becomes something
done for what there is in it;
That amateurism is something of the heart and spirit -
not a matter of exact technical qualifications;
That good manners are fundamentally important;
That the code must strictly be upheld;
That the whole structure of sport is not only preserved
from the absurdity of undue importance,
but is justified by a kind of romance which animates it,
and by the positive virtues of
courage, patience, good temper, and unselfishness
which are demanded by the code;
That the exploitation of sport for profit alone kills the spirit
and retains only the husk and semblance of the thing;
That the qualities of frankness, courage and sincerity
which mark the good sportsman in private life
shall mark the discussions of his interests at the show.
A knowledge of the rules of any sport is required of each participant and the exhibitor at a recognized competition is in no way exempt from this responsibility. A complete knowledge of and compliance with the rules are essential and the exhibitor must be fully cognizant of all rules as well as class specification in the divisions in which he/she shows.
It is obvious that however complete rules may be, they never can cover all possible situations which may arise. If a matter cannot be solved by interpreting the rules to the letter, the solution to be adopted by those responsible should lie in a principle which follows as nearly as possible the spirit of the rules.

The above Officers and Directors will be collectively known as the Executive Board members. The Executive Board members will act as members of the Show Standards Committee for all 1999 scheduled NIHJA shows.
- Membership - Equal Opportunity
There are no geographic limitations to memberships on individuals, stables, horses and/or shows.
All persons wishing to have a NIHJA show and meeting NIHJA requirements will receive equal opportunity in obtaining a show date, subject to all rules and regulations.
The Annual Meeting will be open to all members and to the public. Two (2) weeks prior notice of the Annual Meeting will be provided to the membership.
- Officers
- General: The officers of NIHJA shall be a President, Vice-President, Treasurer and a Board of Directors composed of eight members of the Association. These shall be elected by a majority vote of the members present at the Annual Meeting in October and the terms will commence on the first day of December following the Annual Meeting. The Officers and Directors will be collectively know as the Executive Board.
- Vacancies:
Vacancies will be appointed by the President with the approval of the Executive Board.
- Administrative:
An Association Secretary, Point Secretary, Junior Spokesperson, Newsletter Chairperson and a Publicity Chairperson shall be appointed by the President.
- Association Secretary's Responsibility:
The Association Secretary shall carry out all administrative matters under the direct supervision of the President.
- Association Point Secretary's Responsibility:
The Points Secretary shall compile the points after every show and forward copies of point standings and other pertinent information to Show Secretaries prior to show dates. The standings will be posted during shows. Year to date points will be mailed to members upon request. The Association Point Secretary is also responsible for maintaining the list of measurements for Pony, Small and Large Hunter Divisions.
- Treasurer's Responsibility:
The Treasurer shall have the responsibility to audit and submit a Treasury Report at the Annual Meeting and at all Executive Board Meetings, and pay any bill affiliated with NIHJA. The NIHJA Treasurer is also responsible for paying all expenses incurred by NIHJA from the NIHJA bank account. The NIHJA Executive Board is authorized by the membership to utilize the money collected for Annual memberships, Annual Award Sponsors, Show Management fines, Show date fees and other miscellaneous income for the following purposes:
- Annual Membership Mailings:
Postage, printing and miscellaneous office supplies expenses.
- NIHJA Medal Finals:
Invitation, Exhibitor party and flowers for Medal winners.
- NIHJA Newsletter:
Postage, printing and miscellaneous office supplies expenses.
- AHSA Annual Affiliation Membership:
Annual affiliation expense.
- NIHJA Annual Awards Banquet:
Invitations, Perpetual Trophy engraving and year-end Division Awards.
- NIHJA Annual Rule Book:
Printing expense.
- Compensation:
the Association Secretary, Point Secretary and Treasurer will be compensated at the rate of $6.00 per hour.
- Miscellaneous:
All other expenses incurred must be approved by all members of the Executive Board and must sole purpose/benefit of NIHJA. (Example: NIHJA measuring sticks)
- Executive Board:
The Executive Board shall act on all questions of discipline and any questions of interpretation of the bylaws and Regulations. The Executive Board is empowered to take any disciplinary action for violation of any of the by-laws, Rules or Regulations in the nature of specified fines, suspensions, warnings, etc. Director's terms will be staggered as follows: Two members for three years; Three members for two years and three members for one year. Discretionary action can be taken by the Executive board should a voting member continually miss Board meetings. After missing two meetings, a warning will be invoked, and after missing a third meeting, the Executive Board has the authority to dismiss the member. No rules may be changed by the Executive Board, only by the members at the Annual Meeting.
- Dues
- Annual dues for non-competing members shall be $10.00. The Annual fee for individual membership and eligibility for High Point Equitation and High Point Horse shall be $30.00. Family membership, for up to three (3) horses, each with eligibility for High Point Equitation and High Point Horse shall be $50.00.
- Annual dues for each stable member shall be $50.00. Stable membership includes up to ten High Point nominations owned by the same stable or family. Individuals owning multiple horses may also utilize stable membership. Stable memberships receive one vote.
- The fee for NIHJA recognition of horse shows will be $50.00 per day and per 1/2-day, 50% to be paid at the time the date is awarded, with the balance payable by March 1st. This fee will be forfeited if the show is not held. If the fee is not paid in full by March 1st the show date awarded may be forfeited and the date may be awarded to another applicant. Forfeited show dates must be picked up thirty days prior to the awarded show date.
- Transfer of Ownership
: In the event of transfer of ownership of a horse during the show season, point accumulation will continue if a $10.00 fee is paid to NIHJA and the horse is registered in the name of the new owner with NIHJA.
- Non-Members
: It will be the responsibility of each show management to collect a $5.00 non-membership fee from each entry not a current NIHJA member. The fees collected must be given to the Association or Points Secretary at the end of each horse show. Payment of this fee does not entitle any rider to enter a Medal Class.
- AHSA Rules
: AHSA Rules will apply unless otherwise stated by the rules of NIHJA within this book. Affiliated with AHSA, we are required to uphold their rules and regulations, and also their penalties and suspensions.
- By-Laws
:
- Annual Meetings:
The Annual Meeting will be held in October of each year. Two weeks notice of the Annual Meeting will be provided to all NIHJA Members. All parties interested in holding a NIHJA show will be able to apply for a show date at this time.
- Amendments of By-Laws:
The by-laws of NIHJA may be amended only by a 3/4 majority vote of all members of the Association. Proxies by mail response will be allowed and proxies may indicate that failure to respond will be construed as a "YES" vote. The President and one other Executive Board Member will administer the proxy vote and will certify in writing that proxies were sent to all current members of the Association. The President and other Executive Board Members will further certify as to the accuracy of the results of the proxy.
- Rules & Regulations:
Rules and Regulations of the Association may be amended by a majority vote of all members present at an annual Meeting.
- Quorum:
A minimum of five Executive Board Members is required to constitute a quorum at Executive Board meetings.
- Protest:
Questions of protest and discipline will be handled by the Executive Board. Protests at shows shall be made to both the Show Secretary and a Show Steward in writing. This is to be accompanied by a check payable to NIHJA for $25.00. This check will be refunded if the protest is determined to be valid by the Executive Board Members. After completion of the show, protests may be made in writing within 72 hours to the President or ht e Association Secretary accompanied by a check for $25.00 payable to NIHJA. Minors may protest. Trainers should be aware of all NIHJA rules. Should discrepancies occur causing riders to lose accrued points, NIHJA will not be responsible.
- Mailing Lists:
Mailing lists of all members will be made available to any member of the Association upon request.
- AWARDS
- Annual Awards Dinner: An Annual Awards Dinner will be held each year at which time the Annual High Point Awards, Sportsmanship Awards and Horse-Show of the Year Award will be made.
- Junior Sportsmanship Award:
A Sportsmanship Award will be given at the end of each year to a Junior rider based upon the junior's attitude, sportsmanship and horsemanship for the entire show season. The Vice-President will select five amateur adults from different stables who will be responsible for selection the individual most worthy of this award. The Vice-President will make sure that this selection is completed one month prior to the Awards Banquet.
- Amateur Adult Sportsmanship Award:
A Sportsmanship Award will be given at the end of each year to the Amateur Adult rider based on the individual's attitude, sportsmanship and horsemanship for the entire show season. The President and the Junior Spokesperson(s) will select five Juniors from different stables who will be responsible for selecting the individual most worthy of this ward. The President will make sure that shits selection is completed one month prior to the Awards Banquet.
- NIHJA Horse-Person of the Year Award:
This award will be given to the individual whom the membership feels has contributed the most to the Association. Nominations will be made at the Annual Meeting and ballots will be mailed to all members for their vote.
- NIHJA Horse-Show of the Year Award:
This award will be a given to the show and show management whom the membership deems most worthy of special recognition. Ballots will be mailed to all members for their vote. All recognized NIHJA Horse Shows are eligible for this award.
- Special Awards:
Special Awards and Championships may be provided for by the Executive Board.
- Perpetual Trophies:
An attempt will be made to obtain perpetual trophies in all divisions.
- Recognized Shows
- The annual show season shall start December 1st and continue thru November 30th of the following year.
- To participate in the show date lottery, you must represent, or be the management of, that horse show for the entire length of the horse show. The show must be billed under that show management name. Show Managers must be present throughout the entire horse show.
- There shall be no co-recognition with other Hunter and Jumper associations with the exception of AHSA.
- Fees for NIHJA recognition are as stated in Section 3C.
- Show management requesting dates at the Annual Meeting must meet the following requirements.
- Show Management's in good standing that held a show in the current year and desire a show date in the upcoming year will select one date via a lottery. Also, to be eligible for the first drawing, the current year show must have had at least forty (40) NIHJA member entries. A second draw will be open to all Show Management's. Any applications for show dates after the Annual Meeting will be awarded to the residual requests kept from the lottery. A majority vote of the Executive Board can make exceptions to show date availability.
- Show Management's that are continually fined for contract infractions and are not in good standing with NIHJA, will not be able to draw from the first lottery. A "good standing" is determined at the discretion of the Executive Board. At the discretion of the Executive Board, they may be allowed to draw from the second.
- Show Management must be a member in good standing in the current year in order to hold a NIHJA horse show.
- Stables, Show Management's, or facilities will be limited to not more than two recognized shows per season,
- Simultaneous NIHJA recognized shows are permitted provided they are greater than 50 miles apart. Simultaneous recognized shows within the 50 mile limit may be permitted provided the Show Management's of both shows agree.
- Cancellations, change of show dates and new show dates will be permitted provided the new show date does not conflict with any NIHJA rules and the Show Management sends notice by postcard or letter via first class mail to all current members at least thirty days prior to the invalid show date. Failure to do so will result in loss of recognition at future shows for the remainder of that show season and for the following show season, forfeiture of any fees paid, and further disciplinary or punitive action as the Executive Board may see fit. Horse shows can not be traded, sold or transferred. Any cancellations will be awarded to the next party on the waiting list.
- At a recognized show, the decision of the show steward(s) is final and supersedes all others made by the Show Management.
- Mandatory and Optional Divisions, see Section 8.
- Either two-day or two and one-half day shows are allowed. There are to be no more than two recognized shows in any month when there are for Sundays in that month, and no more than three recognized shows in a month when there are five Sundays in that month. There may not be more than two shows in any three week period. The Finals may be three full days.
- The Show Standards Committee, appointed by the Board, reserves the right to refuse show dates to applicants when it deems the facilities to be unsuitable for a NIHJA show. "Suitability" is determined at the discretion of the majority of the Show Standards Committee. In the se cases, the committee will attempt to inform the applicant in time to make corrections, but in any event, the applicant will be advised of the reasons for the show date being withheld. Applicant must meet all standards sixty (60) days prior to the Horse Show date.
- All recognized shows must conform to the NIHJA standards for recognized shows (Appendix A) and sign the appropriate Show Agreement.
- A $50.00 penalty for each violation of a NIHJA Show Standard, NIHJA rule or AHSA rule may be assessed by the Executive Board.
- Show Management Responsibilities
:
- Judges: All judges must be recognized by AHSA and all judges names must be submitted to the Association Secretary at least sixty (60) days prior to the show otherwise there will be up to a $500,00 fine imposed. No Judge shall judge more than two NIHJA recognized shows per year. No Judge shall judge any show within sixty (60) days of the last show he/she have judged. Judges names submitted by the Show Management's are to be approved on a first-come, first-serve basis if conflicts should arise. Regardless of the reason for the change, the Executive Board MUST approve all change in judges otherwise there will be up to a $500.00 fine imposed. Finals must be judged by a "R" rated judge and the Executive Board must approve the judge for the Medal Finals sixty (60) days prior to the show.
- In the event of a time problem with a show, a second judge may be utilized with both permission and judge approval given by a majority of the Show Standards Committee present.
- Prize Lists:
Prize lists for all shows must be sent to all current members not less than fourteen days prior to the show date. Non-compliance will result in a fine of $50.00 against Show Management.
- Awards:
Trophies and six ribbons will be offered for all Hunter, Equitation, Jumper, Short-Stirrup and Long-Stirrup Classes. Champion and Reserve Champion ribbons are mandatory if championships are offered. Trophies for championships for Hunter, Equitation, Jumper, Short-Stirrup and Long-Stirrup are mandatory.
- Headgear:
Any mounted individual cannot ride ANYWHERE on the show grounds without wearing headgear passing the testing standards. For Juniors, the harness must be secured and if such headgear has a brim, it must be flexible or semi-flexible. Any rider violating this rule, at anytime, must immediately be prohibited from further riding until headgear is properly in place. (AHSA Rule Article 318)
- All NIHJA recognized shows must have High Point nomination forms, protest forms and show report forms available to competitors. These forms will be provided by NIHJA.
- Show management must be responsible for the knowledge of all NIHJA and AHSA rules and have the rule nooks present on the premises AT ALL TIMES.
- The Judge's cards, exhibitors list, protests and championship point calculation sheets must be given to the Points Secretary of the Association Secretary at the end of each show.
- Non-member fees collected as per Section 3G must be given to the Points Secretary or the Association Secretary at the end of each show
- Rule Violations:
The Show Management is required to notify the Association or Points Secretary on or before the return of the points of any violation and the details thereof. A committee of three Executive Board members shall be approved by the President as a Rules Committee and determine whether or not Executive Board action is necessary and shall notify the show competitor of such ruling. (See Section 2G and Section 5E)
- Division:
Recognized shows must offer the seven Mandatory Divisions and the two Medal Classes as shown below with a minimum of three classes per hunter division, two classes per equitation division and can select and other NIHJA divisions or classes. The selection is left to the discretion of the individual Show Management. MEDAL CLASSES ARE MANDATORY. See AHSA Rule Book - Page 250. Change the 40-30, and the 50 to 40. Section may not be divided if there are less than 25entries. Any section with 40 or more entries at the beginning of the first class must be divided. If there are 40 or more entries remaining in a section after it has been divided, the section must be re-divided by every other number.
- Mandatory Division:
- Junior Hunter 13 & Under - Fences not to exceed 2'9". Ponies may not be entered in this division if Pony Hunter classes are offered at the same competition.
- Junior Hunter 14-17
- Fences not to exceed 3'0". Ponies may not be entered in this division if Pony Hunter classes are offered at the same competition.
- Amateur-Adult Working Hunter
- Fences not to exceed 3'0".
- Novice Hunter
- Fences not to exceed 3'0". Open to any horse which has not won three blue ribbons at any Hunter-Jumper Association show in any Hunter Division prior to December 1st, 1998. Ribbons won in Pre-Green Divisions do not affect eligibility.
- Low Working Hunter
- Fences not to exceed 2'6".
- Regular Working Hunter
- Fences not to exceed 3'6". Horsed that have previously earned the status of Second year Green in any Hunter-Jumper Association show must now be classified as Regular Working Hunter.
- Training Jumper
- Fences to start at 3'3".
- NIHJA Mini-Medal Class
, - Fences not to exceed 2'6".
- NIHJA Junior Medal Class, 17 & Under
- Fences not to exceed 3'3".
- NIHJA Senior Medal Class, 18 & Over
- Fences not to exceed 3'0".
- Optional Divisions:
- Children's Hunter - For horses and ponies. Fences not to exceed 2'6". Open to Junior riders 17 & under who have not won six blue ribbons , with at least one first over fences, prior to December 1st, 1998 at an recognized hunter-jumper Association show. Ribbons won in Short-Stirrup, Pony, Beginner Rider and Limit Rider classes do not affect eligibility. Eligible Junior Hunters can cross enter.
- Junior Equitation 13 & Under
- Fences not to exceed 2'9".
- Junior Equitation 14-17
- Fences not to exceed 3'0".
- First year Green Working Hunter
- Fences not to exceed 3'0". Open to any horse that has not in a previous year shown First year Green at any hunter-jumper Association show, and had not shown at least a 3'0" course.
- Second year Green Working Hunter
- Fences not to exceed 3'3". Horses that have previously earned the status of First Year Green in any Hunter-Jumper Association show must now be considered Second Year Green.
- Novice Adult Hunter
- Fences not to exceed 2'9". Open to amateur riders who have not won six blue ribbons, at least one over fences, before December 1st, 1998. Long-Stirrup, Beginner Rider and Limit Rider Classes do not affect eligibility. Ribbons earned while riding as a Junior within the two prior show years will count to determine eligibility for this division.
- Amateur Adult Equitation
- Fences not to exceed 3'0". Open to any adult rider who is a amateur status.
- Junior-Amateur Adult Jumper
- Fences to start at 3'6". Open to all Junior and Amateur riders.
- Combined Jumper
- Fences to start at 3'9".
- Non-Thoroughbred Hunter
- Fences not to exceed 2'9".
- Small Hunter
- For horses under 16.0 hands - Fences not to exceed 3'0".
- Large Hunter
- For horses 16.0 hands and over - Fences not to exceed 3'3".
- Pony Hunter
- for ponies 14.2 hands and under - Fences not exceed 2'3" for small ponies; 2'6" for medium ponies; and 2'9" for large ponies. Also, lines do not need to be adjusted but is strongly recommended. Ponies can cross enter in Children's hunter Classes. Winnings in this division will not affect the rider's Children's hunter division status. Ponies may not be entered in Junior Hunter classes if Pony Hunter classes are offered at the same competition. Ages for the pony riders are as follows: 12 years and under may ride Small Ponies; 14 years and under may ride medium ponies, and Juniors may ride large ponies. A NIHJA measurement card may substitute for an AHSA measurement card.
- Combined Conformation Hunter
- Fences not to exceed 3'3".
- Baby-Green or Pre-Green Hunter
- Fences not to exceed 2'6". Open to horses showing in their first year only.
- Training Hunter
- Fences not to exceed 2'6". Entries in this division do not affect pre-green status.
- Short-Stirrup Equitation
- This will consist of W/T, W/T/C and O/F classes. Fences no to exceed 1'6". Open to children 12 & under. Riders may not cross enter any other division or class except Junior Hunter Flat Class, Pony Hunter Flat Class, Children's Hunter Flat Class, Limit Rider Hunter Flat Class, Beginner rider Equitation Division and Beginner Rider Hunter Division. Riders on ponies may not show in Junior Hunter if Pony Division is offered. Warm-up rounds may be allowed at the discretion of the Show Management provided it is announced prior to the start of the O/F class. Martingales are allowed in all Short-Stirrup classes. It is recommended to review Page 34 in the AHSA Rules Book regarding additional placing.
- Short-Stirrup Hunter
- This will consist of two (2) O/F classes and one (1) U/S class. Fences no to exceed 1'6". Open to children 12 & under. Riders may not cross enter any other division or class except Junior Hunter Flat Class, Pony Hunter Flat Class, Children's Hunter Flat Class, Limit Rider Hunter Flat Class, Beginner rider Equitation Division and Beginner Rider Hunter Division. Riders on ponies may not show in Junior Hunter if Pony Division is offered. Warm-up rounds may be allowed at the discretion of the Show Management provided it is announced prior to the start of the O/F class. Martingales are allowed in all Short-Stirrup classes. It is recommended to review Page 34 in the AHSA Rules Book regarding additional placing.
- Non-Pro Working Hunter
- Fences not to exceed 2'9". Open to non-professional riders only.
- Amateur
-Owner Working Hunter - Fences not to exceed 3'3". Entries may cross enter in other divisions.
- Beginner Rider Hunter
- Fences not to exceed 2'0".`Riders must not have shown higher than 2'9" at any Association recognized competition. Riders who have won three (3) blue ribbons over fences in any division (Hunter and Equitation) prior to December 1st, 1998 will not be eligible. Any rider who meets the eligibility rule at the first show in which they compete will remain eligible for the division for the entire show season. Beginner Hunter Riders can not cross enter into the Junior hunter 13 and Under Division. Ribbons won in Short-Stirrup or Long-Stirrup Divisions will not affect eligibility.
- Beginner Rider Equitation
- Fences not to exceed 2'0".`Riders must not have shown higher than 2'9" at any Association recognized competition. Riders who have won three (3) blue ribbons over fences in any division (Hunter and Equitation) prior to December 1st, 1998 will not be eligible. Any rider who meets the eligibility rule at the first show in which they compete will remain eligible for the division for the entire show season. Beginner Equitation Riders may not show in any other Equitation Division except Short-Stirrup or Long-Stirrup. Ribbons won in Short-Stirrup or Long-Stirrup Divisions will not affect eligibility.
- Limit Rider Hunter
- Fences not to exceed 2'3".`Riders must not have shown higher than 2'9" at any Association recognized competition. Riders who have won three (3) blue ribbons over fences in any division (Hunter and Equitation) prior to December 1st, 1998 will not be eligible. Any rider who meets the eligibility rule at the first show in which they compete will remain eligible for the division for the entire show season. Limit Hunter riders can not cross enter in the Junior Hunter 13 and Under Division. Ribbons won in Short-Stirrup or Long-Stirrup, Beginner Rider Hunter and Beginner Rider Equitation Divisions do not affect eligibility.
- Limit Rider Equitation
- Fences not to exceed 2'3".`Riders must not have shown higher than 2'9" at any Association recognized competition. Riders who have won three (3) blue ribbons over fences in any division (Hunter and Equitation) prior to December 1st, 1998 will not be eligible. Any rider who meets the eligibility rule at the first show in which they compete will remain eligible for the division for the entire show season. Limit Equitation riders can not cross enter in the Junior Equitation 13 and Under Division. Ribbons won in Short-Stirrup or Long-Stirrup, Beginner Rider Hunter and Beginner Rider Equitation Divisions do not affect eligibility.
- Long-Stirrup Hunter
- This will consist of two (2) O/F classes and one (1) U/S class. Fences no to exceed 1'6". Open to Adult Riders 18 years and older. Riders may not cross enter any other division or class except Amateur-Adult Hunter Flat Class, Novice Hunter Flat Class, Novice-Adult Hunter Flat Class, Amateur-Adult Equitation Flat Class, Non-Pro Hunter Flat Class, Limit Rider Hunter Flat Class, Beginner Rider Equitation Division and Beginner Rider Hunter Division. Warm-up rounds may be allowed at the discretion of the Show Management provided it is announced prior to the start of the O/F class. Martingales are allowed in all Long-Stirrup classes.
- Long-Stirrup Equitation
- This will consist of W/T, W/T/C and O/F classes. Fences no to exceed 1'6". Open to Adult Riders 18 years and older. Riders may not cross enter any other division or class except Amateur-Adult Hunter Flat Class, Novice Hunter Flat Class, Novice-Adult Hunter Flat Class, Amateur-Adult Equitation Flat Class, Non-Pro Hunter Flat Class, Limit Rider Hunter Flat Class, Beginner Rider Equitation Division and Beginner Rider Hunter Division. Warm-up rounds may be allowed at the discretion of the Show Management provided it is announced prior to the start of the O/F class. Martingales are allowed in all Long-Stirrup classes.
- Championships:
Championships shall be awarded only when there are a minimum of three classes in Hunter Divisions, and a minimum of two classes in Equitation and Jumper Divisions. Championship and Reserve places will go to the two top horses/riders in a division as long as they have at least 1/2 point over fences with the exception of Short Stirrup and Long Stirrup Equitation Divisions. The Championship and Reserve Championship is to be awarded to the horse/rider with the most points provided they placed first thru sixth in the O/F class. over fences. In case of ties, the award will go to the horse/rider with the most points over fences. If they still tie, there will be a hack-off. Points received in flat classes will be computed in determining Champion and Reserve Champion places. In order to be eligible for Champion and Reserve Champion, the rider or horse MUST be entered in the entire division; it is not necessary to ride in each class. Post entries are not allowed; once a class has been held, no horse/rider may go back and pay the entry fee in order to qualify for Championship points.
- Hunter Divisions:
When any Hunter Division is offered, a minimum of three class (two over fences and one flat) must be held to offer a Champion and Reserve Champion, otherwise the number of classes is optional. Mandatory Hunter Divisions require a minimum of three classes.
- Divisions limiting entries due to ribbons won will only limit them is they have won at least on over fences blue ribbon.
- Equitation Classes:
The following applies to all Equitation divisions except for Short-Stirrup and Long-Stirrup Equitation Divisions. Courses for these classes must be different from any of the Hunter courses used in a particular show. All Equitation over fence classes must have at least eight fences with at least two changes of direction. Equitation divisions will consist of two (2) classes, one (1) over fences class and one (1)1 under saddle class. Champion and Reserve Champion points are not awarded for any of the Equitation Divisions with the exception of Short Stirrup and Long Stirrup Equitation Divisions.
- Medal Classes: All NIHJA shows must offer NIHJA Senior, Junior, and Mini Medal Classes. All Medals Class riders MUST be current members of NIHJA. The rider must have a current NIHJA membership (and must be a member in good standing) prior to riding in any of the NIHJA Medals Classes. Show Management has the right to cancel any Medal Class where there are less than five (5) entries. They MUST cancel any Medal Classes where there are less than four (4) entries. The top fifteen (15) Senior, Junior and Mini Riders will be invited to the Medal Finals ride-off. In addition, all riders who have won a Medal Class will qualify for the Finals. The class will be held over a course of at least eight (8) fences, including at least one (1) combination. (No combination is required for the Mini Medals course.) There must be at least two (2) changes of direction. At least four (4) riders who have completed the course (less than four otherwise) will be called back by the Judge for a work-off at the Judges discretion. (The Mini Medals test must be incorporated into the course, excluding finals where a minimum of 4 riders may be called back at the judges discretion.) The Medal course must not be posted until schooling is closed. The order of go as well as the course must be posted one hour before the class begins. The courses used for the Medal Classes MUST be different from any other Hunter-Jumper of Equitation course used at that show. The Medal courses are to be approved by the stewards before it is posted. NIHJA will provide the medals for all Medal Classes.
NOTE: Mini Medals are open to all riders all year long, however a rider may not cross enter into one of the larger medals at any one show. If a rider qualifies in one of the larger medal finals, they cannot ride in any subsequent Mini Medal classes and cannot ride in the Mini Medal Finals.
- Price Ceiling:
The only price ceiling NIHJA controls is the Medal Class at $15.00 per entry. NIHJA encourages Show Management to keep prices consistent throughout the show year, however, prices at the "Finals" must be no higher than the average prices charged throughout the year. Show Management will define "per entry".
- Combining Divisions:
The following divisions may be combined with their respective division as shown if they are not filled (less than four (4) riders) at the discretion of the Show Management.
- Junior Hunter 13 & Under and Junior Hunter 14-17.
- Junior Equitation 13 & Under and Junior Equitation 14-17.
- First Year Green and Second year Green.
- Short-Stirrup Hunter and Long-Stirrup Hunter.
- Short-Stirrup Equitation and Long-Stirrup Equitation.
- Small Hunter and large Hunter.
When these division are combined, points earned will be credited to the entry in their respective division.
- Medical and Ambulance Services:
It is left to the discretion of Show Management as to what medical and ambulance services are to be provided at their show.
- High Point Awards
:
- Awards may be offered in any division listed in Section 8. However, any division which has not been utilized at 25% of the recognized shows held throughout the show season, will not have a High Point Award for the year.
- No credit will be given for classes, divisions or shows which are not conducted in accordance with NIHJA rules. In the case of Short-Stirrup Equitation and Long-Stirrup Equitation classes, all points will count for Year End Awards even if a full division is not held.
- Qualifications: Horses and riders who are current members of NIHJA are eligible for High point Awards in all NIHJA divisions for which they are qualified and in which they choose to compete, provided the applicable nomination forms and fees stated in Section 3 have been turned over to the Association or Points Secretary.
- The top six horses/riders in each qualifying division will be presented with an Annual Award including Championship and Reserve Championship. In addition, the horse receiving the most points for the show year ins any given division will receive the annual High Point Award, and another horse with the next highest point total in any given division will receive the Reserve High Point Award.
- Nominations of horses and riders for High Point Awards requires a separate fee for each as outlined in Section 3. Nomination forms are available from the Association or Points Secretaries and must be provided at all NIHJA shows to interested participants by the Show Management.
- Nomination forms should be mailed or handed directly to either the Association or Points Secretary. The Shoe Secretary is permitted to accept High Point Nomination forms and fees for the Association and/or Points Secretaries.
- A single nomination fee allows a horse to qualify in an NIHJA division if the horse properly meets the division qualifications.
- Points Awarded - points will be awarded as follows:
First Place 10 points
Second Place 6 points
Third Place 4 points
Fourth Place 2 points
Fifth Place 1 point
Sixth Place 1/2 point
Division Champion 20 additional points
Reserve Champion 12 additional points
NOTE: Champion and Reserve Champion points are not awarded for Equitation Divisions with the exception of the Short Stirrup and Long Stirrup Equitation Divisions.
APPENDIX A
NIHJA Show Standards
- NIHJA Executive Board is responsible for assigning stewards to each show. It will be show management's responsibility to confirm attendance of a NIHJA certified steward at each show.
- The show arena or field must be a minimum of 10,000 square feet indoors and 14,000 square feet outdoors.
- Fences and cups must be in accordance with AHSA rules.
- There must be a minimum schooling area of 80'x60' and cannot be designated as a spectator area. Schooling fences must consist of at least one vertical and one spread with adequate poles and cups.
- The time for schooling should be shown on the prize list.
- There must be adequate parking.
- There must be a concession stand and should be available throughout the show.
- The office must be accessible and provide a sufficient number of prize lists, entry forms, NIHJA nomination forms, protest forms and show questionnaires.
- The public address system must carry throughout the show grounds, schooling area and stabling facility as well as the show ring.
- There must be an adequate ring crew available as well as a Paddock Master.
- Emergency telephone numbers must be posted by the phone.
- The show must not run longer than 12 hours in any day from the starting time listed on the show bill. For every half hour over the 12 hours allowed, a $50.00 fine will be imposed. Also, an additional fine will be incurred if the show is incomplete.
- NIHJA show grounds must have a minimum of four toilets and must be cleaned each day of the show.
- Courses should run 60-75 seconds.
- Courses for the day must be posted by the start of the show (with the exception of the Medals Classes). Courses must be posted in sight of a mounted rider and show the direction of the fences as well as the distances between the fences.
- The Medal Course must be approved by the stewards before it is posted.
- Any course requiring a posted order of go, as well as the medal courses, must be posted one hour before the classes commence as noted in AHSA rules.
- The Medal courses must not be posted until schooling is closed.
- The stalls must be at least 80 square feet.
- Bathing facilities for horses must be provided.
- The names of the stewards must be announced at least once a each day.
- The Judge's names must be submitted to the Association Secretary at least sixty days prior to the show date.
- The Executive Board must approve the judge for the Medals Finals sixty days prior to the show.
- Prize lists must be sent to all current members not less than fourteen days prior to the show date.
- All NIHJA shows must have a current AHSA and NIHJA rule book present on the premises AT ALL TIMES.
- Protests must be submitted with judges cards, exhibitors list and championship point calculation sheets to the Points Secretary or Association Secretary at the end of each show, if they were submitted during the show.
- Prize list must specify all charges to be incurred per entry.
- Additional fines may be imposed by the board as they deem necessary.
