Here's a rundown of the expansion process as voted on in October, 1999. Please keep these procedures in mind when making personnel decisions. 1. We will be expanding to expand to 22 teams after the 2000 season and (probably) then to 24 after the 2001 season. After expanding to 24, we would change the player usage rule from 105% to 110%. Note: we didn't vote on this, but we might need to drop the maximum number of players on the major league roster to 37 or so. 2. We will start with an expansion draft that would work like it did the last time MLB expanded: teams protect 15 players, after one player gets selected from a team that team may pull back two more players. No more than three players may be selected from any team. Importantly, *players with CABL years = 0 (that is, players who have never been on a CABL 40-man roster) would not be eligible for the expansion draft and therefore would not have to be protected by their current clubs.* Update (3/22/00): Resigning decisions for contracts that expire after the 2000 season will have to be made *before* the protected lists are due. When teams resign minor leaguers, those minor leaguers must be placed on the major league roster. Therefore, teams wishing to keep current minor league players who have a 2000 contract expiration date must resign, promote, and protect those players. Example: The Mules have Ted Lilly, whose contract expires at the end of the 2000 season. If the Mules want to resign Lilly, he'll be assigned to the major league roster. If the Mules want to make sure an expansion team doesn't grab him, he'll need to be protected. 3. Expansion teams would be allowed to participate in the free agent auction, and would be given some cash (probably an amount equal to the average available cash for teams currently in the league). Also, teams would be allowed two free minor league picks right after the expansion draft. Update (1/15/00): because we already have our two expansion teams in place, we voted to give the teams the first two draft picks in each round of the 2000 minor league draft.
