Here was the agenda for the 2004 Winter Meetings, held Thursday, December 30th at 7PM at the Commissioner's office.
1. Eliminate approval needed for out-of-division trades. This was approved unanimously.
2. New Hit-and-Run chart proposed by the GM of the Augusta Hackers. This was approved unanimously and will go into effect for the 2005 BLB season.
3. When pinch hitting with a pitcher and a runner on 3rd base, the pitcher's bunting rating drops 2 rankings if the infield is brought in. This was approved 8-4 and will go into effect for the 2005 season.
4. 23 man rosters don't have to be submitted until after LaManna's final fielding ratings book in mid-January, one week before the announced Card Day. Keep 2 more players if you'd like or release them into the wavier pool and pick 2 new players in rounds 9 & 10. DL players can be released and if picked up on waivers, become active. The DL rounds are now 11, 12 and 13 instead of the previous 9, 10 and 11. This was passed unanimously and goes into effect for the 2005 draft.
5. 2006 Drastic Draft Changes. Keep 24 on roster until mid-January with only 2 possible DL players. This notion failed.
6. Change game days this season to Tuesday nights rather than Monday nights in order to accomodate as many managers as possible. This passed and goes into effect for the 2005 season.
