OBJECTIVE
Globalization has made an exponential development of the problems connected to commercial rapport and to the institutional relationship at the international level. The integration of the markets, the interdependence of national economic structures, the interaction between financial markets, all require the verification of the dynamics that determine, on a global level, the phenomena above described. The intention of the Course is to deepen the theme by studying the juridical rules that consent the movement of goods and services, and by reflecting, at the same time, on the roles and the politics of national and overnational institutions, with particular reference to the European Community, which coordinate or are part of the commercial trade described above. The Course is open to all who want to elaborate the theme of institutional, political and commercial relationship, at the global level, with a particular interest revolving around the Mediterranean area, and is also interested in managing the rapport, both in the private and public sector. The Course syllabus will be a systematic analysis of the juridical, political, institutional and economic situation at global level, which lead the students to a regional approach of the problem in question, concentrating on the role of the institutions of the European Community, first at planetary level and than at a Mediterranean level.
ELIGIBILITY
The Course is open to new- graduates, Italians and foreigners, in Law, Economy, Political Science or equivalent degrees. The number of the students that will be accepted is 20, 30% of which is reserved for selected candidates coming from Mediterranean non communitary countries. The selection will be base on curriculum vitae, test and interview
PROFESSORS
Professors of the University of Lecce and other Italian and International Universities, public administrators, professionals and international managers
LOCATION
The Course will be conducted at the Congress Center of the University campus of Lecce. The students will be provided with individual computer-labs, room and board
DATES AND TIMES
The Course will start the 18th of October 1999, and will end the 15th of October 2000. The classes will be held for 7 hours a day, from Monday to Friday, with the following hours:
- Morning from 09:00 to 13:00
- Afternoon from 15:00 to 18:00
Attendance is obligatory
CERTIFICATION
A certificate will be delivered to the students at the end of the Course
SELECTION

TUITION
£ 12.000.000 (6198 Euro), includes didactic materials, room and board. The payment should be made as follows:
-£. 3.000.000 (1.549 Euro) at registration;
-£. 4.500.000 (2.324 Euro) no later than 60 days after the beginning of the Course;
-£. 4.500.000 (2.324 Euro) no later than 90 days after the beginning of the Course;

SCHOLARSHIPS
There will be 12 scholarship of £. 20.000.000 (10.330 Euro) for selected candidates, 6 of which shall be destined to select candidates coming from Mediterranean non Community countries

PROGRAM
PHASE I: base interdisciplinary training
In this phase every student will improve elements regarding international economy law, institutions and international politics
FASE II :specialized training
This phase constitutes two different disciplines:
- international trade law
- European Community administrative law
Both disciplines will be elaborated without neglecting the study of general political-institutional dynamics. The choice between the two studies, will be based on the student's curriculum vitae, as well as on the results and the preference expressed during the base interdisciplinary training. Each discipline have 10 students
1)international trade law:
The didactics will begin from the first and fundamental instrument of international trade: the contract. It will be analyze vertically, from the beginning of contractual rapports, to its realization, and the consequences and remedies provided for the interruption of the contractual rapport. At the end of this analysis a typical form of international trade will be studied: the sale
The didactic plan:
- the international contract
- the formation of the contract
- the delivery
- the payment
- the remedies against the default of the contract, and the terms of liability exemption
- the terms of termination of the contract
- the international sale of goods: the Convention of Vienna.
2)European Community administrative law
The study will be interested in the role of international institutions, with particular reference to that of the European community. This study will start from European Community, following the attention will move on to the bureaucratization of the Community, and on to the elements of the rising public European Community administrative law, with the elaboration of the concept of European Community public administration. The study will go on to the acts through which the power of the Community institutions carry out.
The didactic plan:
- the E.C. as an original judicial system;
- the characteristic of the E. C. administrative law;
- the notion of the E.C. public administration;
- the E.C. acts;
- the protection of rights;
- the independent administrative authority and the E.C. law;
- the subjective sphere of the regulation of public procurement
PHASE III operative training
The operative training of the students will either be held in Italian and E.C. institutions, in enterprises that work primarily in Southern Italy, or that have their business with foreign countries or with international professionals.
