1.0 ATTENDANCE
A total of 18 members attended and this did not meet the quorum that requires twice the number of the executive Committee of 11members. The list of attendees is attached.
2.0 INTRODUCTION
The Chairman welcomed and thanked the attendees for making their commitment in attending the meeting. Although there was no quorum, it was agreed that the meeting to be continued as an extended committee meeting with objective to discuss on the section plan for the years. Due to the lack of a quorum the planned nomination of additional ordinary committee members, could not take place. It was reminded that the current executive committee will continue to serve the section till next year in accordance to the sections By-law that election is conducted every alternate year.
The Chairman briefly summarised the section activities in 1997/98 and noted that the section has a successful year in organising 7 SPE evenings, two section members participated in SPE Annual conference in US in Oct 97, and another two at the Applied Technology Workshop in Tokyo in April 98. The Chairman also acknowledged the sponsors for supporting the activities.
3.0 SECTION REPORT
3.1 Summary
The secretary gave a summary on the section activities (attached). 7 SPE evening were held in various locations; 5 in Bandar and 2 in KB. Attendance varied between 40-80 and participants from the University Brunei were also present. Newsletters and posters were circulated to inform members and non-members on the activities. Tickets were sold at $10 & $15 for members and non-members respectively. The dinners were all sponsored (ref attchment1). EXPRO sponsored souvenirs. Sub-committee was formed to co-ordinate the SPE evenings and good experience was gained that resulted in a smooth and efficient running of the functions.
The Asia Pacific Director, Cordella Wong visited the section from 1-2 March to discuss the SPE Workshop in Brunei to be held from 23-26 Aug 1998.
Besides newsletters, the section is using Internet to inform members on its activities. The section has its own Home Web Page, developed by Ak. Iskandar, www.geocities.com\CollegePark Library\4218. It is linked with SPE, UBD, BSP webs. Comments from members are welcome to improve its purpose.
Brunei members had experienced JPT interruption delivery in Q497 and this issue has been solved.
Information on engineering chartership via IMM was received and can be obtained from the executive committees.
3.2 Treasurer Report
The treasurer briefed on the financial status of the section (refer attachment 2). The section has raised a total amount of B$4929.38 at 9/9/98 through ticket sales at SPE Evenings.
To improve efficiency in administration of the account, the treasurer proposed the following arrangements;
The proposal was supported. Action : Hj Isa to communicate with the bank.
4.0 COMMITTEE MEMBERS
The Chairman informed that there is a reduction of membership in Brunei from 123 in 1997 to 76 in 1998. This could be due to members on transfer and or not renewing their membership. Members will be reminded to settle their membership fees ASAP. Action : Hj Isa to write to members to renew their memberships.
Pg Yasmin informed that he would be assigned to Shell Malaysia from July for six months and proposed that Vincent Liew will be the acting secretary during this period. The proposal was supported.
Iain Percival also informed that he was planned on transfer in Q398. The Chairman with the support from members proposed that his successor would replace him as the ordinary committee member.
4.1 SPE Workshop (23 26 August 98)
Vincent Liew and Hj Yussof are members of the steering committee for the workshop. This section feels that since it will be the first International Workshop in Brunei, the success will boost the sections morale as well as the countrys standing as a venue for international events. Support from operators and service companies are essential. The technical programme can be seen in the SPE web.
Status of Participants
Firm 5 : (2 BSP, 2 SSB, 1 UNOCAL) - abstracts/registration received.
Pending : (1 BSP, 4 UBD, 2 carigali, 2 Flecther 3 ELF)- no formal abstract/registration received.
Further dateline for abstracts 24 July. Further solicitations from service companies and Petroleum Unit are required. The possibility of having non residential participants and junior engineers/students were also discussed. It was felt that the exposure would be valuable. Action : Vincent Liew to liase with SPE for a reduced fee for these participants. (Post meeting note : SPE coordinator has agreed to reduce fees for university students and junior engineers).
The appropriate profile of the ceremonial opening/closing of the ATW was discussed. Action : Hj Yussof and Vincent Liew to make a tentative detailed programme highlighting who to address the keynotes, lunch, dinners and closing out ceremony.
The chairman mentioned that the PU will also send participants pending on sponsors to be confirmed. Action : Iain Percival.
4.2 SPE Evening
The secretary informed that subjects selection on the SPE speakers/subjects has been sent to Dallas and no confirmation received. Usually the SPE has allocated 2-3 speakers to visit section every year. Additional speakers/subjects to be solicited e.g. Brunei Businessman, Y2K, Dowell Schlumberger has written to sponsor and provide a speaker. Action : Vincent Liew and Hj Yussof to firm the program.
Iain Percival proposed that a social function e.g. bowling etc to be held once a year for members and spouse at the same time to raise funds. Action : Yap Sin Fah/Hj Rani to look at the proposal.
5.0 SPE PROMOTION
Hj Isa proposed a quiz competition on the oil and gas industry. This is intended to generate interest in the oil industry in Bruneian students. The committee has no objection to the idea. Action : Hj Isa (with others) to come with a proposal including what are to be done, financing, sponsors, prices etc).
Also on the subject of the Bruneian students awareness of the industry, there was suggestion that the Brunei museum exhibits on the industry may be upgraded to reflect the industrys latest technologies. It was felt that the high level and variety of technologies might influence student to pursue a career in the industry. Action : Iain Percival to raise this with the sponsors of the exhibits (BSP).
Schlumberger has agreed, to contribute $1000.00 to sponsor students. The criteria of selection to be developed eg. based on academic, ECA, needy, secondary schools. Action : Imran with other sub-committee to develop criteria).
Career Talk: Before school visit and talks can be arranged, a presentation package is to be made available. Action : Iain Percival to discuss with sponsors to develop the presentation package.
6.0 MABBIM
MABIM, Brunei Literary Bureau Malay/English translation committee invited section to nominate members for PE terminology translation committee. It was agreed Ak. Iskandar, Aizulkahar & Hj. Abd. Manan to volunteer. Action : Pg. Hj. Yasmin to reply to MABBIM.
7.0 ANNUAL SPE CONFERENCE
The meeting agree to send representatives to the SPE Conference in New Orleans from 27 30 Sept 98.
8.0 AOB
The committee agreed that 5 free tickets will be distributed to students for SPE functions and spouse of members will be charged $10.00 each for the SPE evening.
