The Proclamation of John the Baptist Luke 3.1-20

3In the fifteenth year of Tiberius Caesar's reign, when Pontius Pilate was governor of Judea, and Herod was tetrarch of Galilee, and his brother Philip tetrarch of the region of Ituraea and Trachonitis, and Lysanias tetrarch of Abilene, 2in the high priesthood of Annas and Caiaphas, the Word of God [concerning the attainment through Christ of salvation in the kingdom of God] came to John son of Zachariah in the wilderness (desert).

16John answered them all by saying, "I baptize you in (with) water; but He Who is mightier than I is coming, the strap of Whose sandals I am not fit to unfasten. He will baptize you in (with) the Holy Spirit and in (with) fire."

The Baptism of Jesus Luke 3.21-22

21Now when all the people were baptized, and when Jesus also had been baptized, and [while He was still] praying, the [visible] heaven was opened, 22and the Holy Spirit descended upon Him in bodily form like a dove, and a voice came from heaven, saying, "You are my Son, Me Beloved! In You I am well pleased and find delight!" [Ps 2.7; Isa 42.1]
