The
PC/INP Civil Security Force Command (CSFC) was activated on October 8,
1980 pursuant to General Order (GO) Nr 213 issued by Headquarters Philippine
Constabulary and confirmed by GHQ AFP pursuant to GO Nr 718 dated November
17, 1980. The CSFC is a National Support Unit of the PNP tasked to control
and supervise the operation of Private Security Agencies, Company Guard
Forces and Government Guard Forces and to oversee the licensing and
implementation of firearms and explosives under PD 1866 and EO 256.
With the activation
of this Office which was later named as the Civil Security Group, Regional
offices were also created and named as Regional Civil Security Force Control
Unit pursuant to General Orders Nr 32 of HQS PC/INP RECOM 6 on November
21, 1980 with Supervisory Office for Security and Investigation Agencies
(SOSIA) and Firearms and Explosives Office (FEO) as the two (2) major components.
The enactment
of RA 6975 otherwise known as the "Philippine National Police Act of 1991",
brought about some changes in the set up of the SOSIA and FEO in the Regional
Office. Memorandum Circular Nr DPL 96-01 implementing NAPOLCOM Circular
96-058 was issued by PNP National Office providing for the streamlining
of the PNP. Consequently, the Regional Office of the Civil Security Group
was placed under the Administrative and Operational control of PRO6's Regional
Operation and Plans Division (R-3).
At present, its
office is located at the newly renovated building just behind the PRO6
main building at the area where the Enlisted Men's Barracks is formerly
located. It was transferred to accommodate more of its clients. The construction
of the New office was realized thru the able leadership of the incumbent
Regional Director who desires to upgrade and professionalize the system
on security industry.
As part of PRO6
thrust for 1998, a seminar on SOSIA and FEO matters was conducted on 080800H
December 1997 to all SOSIA and FEO Chiefs of Provincial Offices including
their respective operation officers regarding the current policies on security
industry.
Recently, a joint
team from SOSIA, NPO, Camp Crame and SOSIA, PRO6 led by P/SUPT Romulo F
Maninding conducted spot inspection to all security guards deployed at
the different establishments. This ocular inspection aims to check deficiencies
with regards to the implementation of existing rules and regulations.
MISSION:

To provide administrative services and general supervision over the organization,
business operations and the activities of all organized private Detectives,
Watchmen, Security Guard Forces in the Area of Responsibility of PRO6.

To supervise the processing of license and registration of firearms and
explosives in the AOR of PRO6.

Perform other missions as directed by RD, PRO6.
FUNCTIONS:
-
Supervise the enforcement of laws on firearms, ammunition, explosives,
firecrackers/pyrotechnic devices and the Civil Security Industry.

Perform other functions as the RD, PRO6 may direct.
SECURITY AGENCIES IN REGION

There are one
hundred sixty (160) security agencies in Region 6 broken down into three
(3) categories. The first category is the Private Security Agency which
has a total of one hundred thirty seven (137) security agencies, thirty
nine (39) of which are locally based and ninety eight (98) are none base
or those whose main offices are located in Manila or other provinces and
maintain only branches in Region 6. Of the local base, twenty one (21)
are in Panay Island and eighteen in Negros Occidental. The second category
is the Company Guard Forces which has a total of twenty (20) agencies with
four (4) agencies based in Iloilo, fifteen (15) in Negros Occidental and
one (1) in Capiz. The third category is the Government Guard Forces with
only three (3) agencies organized in Region 6.
As far as the
security guard, are concerned, there is a total of nine thousand one hundred
forty six (9,146) licensed security guards that have been registered. For
Private Security Agency, a total of eight thousand one hundred fifty six
(8, 156) guards are listed, eight hundred ninety two (892) for Company
Guard Forces and ninety two (92) for Government Guard Forces.
With respect
to their firearms, a total of five thousand one hundred forty one (5,141)
assorted firearms were registered broken down as follows: Private Security
Agencies - 4,850; Company Guard Forces - 256 and Government Guard Forces
- 26.
On clientele,
a total of thirteen thousand thirty eight clients (13,038) are being served
by the various security agencies in Region 6. Private Security Agencies
serve a total of 13,015 clients, Company Guard Forces serve 20 clients
and Government Guard Forces 3 clients.
