(First Semester Calendar Year 1999)

I. GENERAL INFORMATION

Western Visayas or Regiona 6 is the land of friendly and affable Ilonggos. It is a beautiful region blessed with many picturesque scenes, vast natural resources, rich cultural heritage and a magnificent race. It is the home of the world famous Boracay Island.

The Region is composed of the Provinces of Aklan, Antique, Capiz, Iloilo, Negros Occidental and Guimaras, including the two Chartered Cities of Bacolod and Iloilo. It has eleven (11) Component Cities, 120 municipalities and 4,048 barangays. Iloilo City is the Regional Center of trade, commerce, industry, education, culture and government. The Region is also subdivided into 18 congressional districts broken down as follows: Aklan - 1; Antique - 1; Capiz - 2; Guimaras - 1; Iloilo City - 1; Bacolod City - 1; Iloilo Province - 5; and Negros Occidental - 6. Based on September 1, 1995 census, Western Visayas has a population of 6,776,938. The total land area of the Region is 20,223.77 square kilometers.

Rice, corn and sugar are the most widely planted crops produced in surplus and supplied to other regions. Poultry, livestock, fish and marine resources are likewise abundant.

Tourism is being considered by the government for further development in view of the various natural attractions that are already in place.

II. PEACE AND ORDER SITUATION

The comparative crime statistics covering the period 01 January to 22 June of 1997 to 1999 is as shown. In 1997, the Total Crime Volume (TCV) is 2,353, which went up to 2,458 in 1998 due to the upsurge of economic crisis particularly on the peso devaluation and the effect of El Niño Phenomenon and some election related incidents but slightly went down to 2,444 in 1999. However, the Average Monthly Crime Rate (AMCR) shows a favorable downward trend with 5.97 in 1997, 5.54 in 1998 and 5.51 in 1999. Crime Solution Efficiency (CSE) improved from 90.67% in 1998 to 93.25% this year.

Negros Occidental province topped all provinces and cities with the crime volume of 692 or 28.31% of the total crime volume. Iloilo province came in second with 548 or 22.42%, followed by Capiz with 258 or 10.56%. Guimaras province on the other hand, posted the lowest crime volume with 119 crime incidents or a mere 4.87% of the regional crime volume.

Index Crime comprised a total of 1,574 or 64.40% of the total crime volume for the period. Crimes against person registered at 1,318 or 83.74% to include that of rape cases. Crime against property, on the other hand, was registered at 256 or 16.26% of the total index crimes.

Among the index crimes, physical injuries posted 664 incidents or a percentage share of 42.19%. Homicide follows with 274 or 17.41%, murder with 263 incidents or 16.71%, robbery with 139 or 8.83% and rape and theft with 117 cases or 7.43% each. Index Crime Rate is 3.55 which is lower by 0.43 or 10.80% compared to the same period last year with 3.98.

Non-index crime was recorded at 870 incidents or 35.60% of the total crime volume. The Non-Index Crime Rate is 1.96 which is higher by 0.40 or 25.64% than the recorded non-index crime rate of the same period last year of 1.56.

The overall crime solution efficiency for the period improved by 2.58% or 2.85% from 90.67% in 1998 to 93.25% in 1999.

There is no big time illegal gambling operations in this region. Only small time gambling operations persists in a few towns and cities of Iloilo, Negros Occidental and Capiz. The strong political will of most local executives of this Region, is very influential in minimizing this illegal gambling which operates in clandestine fashion.

Other criminal elements engaged in hold-up, pick-pocketing and petty thievery are the subjects of a continuing operations of this PRO. Kidnap-for-ransom is not a major problem in the Region.

III. ACCOMPLISHMENT BASED ON THE PNP "DREAMS" Six Points Anti-Crime Strategy

A. VISION STATEMENT

1. Vision for Western Visayas

The most peaceful, safest and best secured region in the Philippines and internationally regarded as "Globally Competitive", such that our people and their guests from abroad, especially foreign investors and tourists, could freely go, and legally do and say what they want anytime, anywhere in the region, without fear of anything or any one.

2. Vision for Police Regional Office 6

A professional, dynamic and highly motivated PRO6, working in partnership with responsive Western Visayas Communities, towards the attainment of a safe place to live, work, invest and do business.

B. THE PNP "DREAMS"

1. Dispersal of the police from the headquarters into the streets and enhancement of crime prevention and control (LOI 22/98 - Bantay Kalye and LOI Siyasat thru COPS

a. Downloading of Personnel from Headquarters to Field Units - In compliance with the downloading of 85% of police personnel for field duty where they are most needed and retaining only 15% for administrative function, this Office has downloaded last year 44 officers and 1,050 PNCOs from the PRO, PPOs and CPOs Headquarters to line units. That was maintained and pursued this First Semester of 1999 with the assignment to the field units of 12 officers and 11 PNCOs who just graduated from schooling, including those newly commissioned officers that were gained by this Office. However, we lost 3 officers and 14 PNCOs in the process, having been assigned outside the region.

b. Dispersed Units - This Office has maintained the detach service of 1,011 personnel from PMGs/RMGs to Police Stations/Police Precincts in accordance with the synergized deployment/employment of troops for police visibility. Upon deactivation of the PRMG last December 1998, its personnel were absorbed by the Police Stations which were depleted of strength and the rest were retained at the 6RMG.

c. Recruitment - Out of the 400 recruitment quota last year, there were 236 applicants processed, sworn-in and undergone Basic Recruit Training at RTS6, Bacolod City. These same recruits just graduated from the Police Intervention and Close Quarter Battle Courses. For this First Semester, no recruitment quota had been received yet but our information drive to encourage more candidates is continuing in preparation for the next batch.

d. Strengthening of the Mobile Groups and Redeployment - Two (2) companies of the 6RMG were deployed to Bacolod City and Isabela, Negros Occidental where they are most needed as a result of take over by 61st IB of the CHICKS area. The 66th IB on the other hand has completed its take over at Northern Negros but its forces are not enough to cover the wide area. Hence, a platoon of 6RMG was dispatched at Calatrava, Negros Occidental on OPCON to 1st PMGto act as Quick Reaction Force and to beef-up the exposed Police Stations in the 1st District. Another platoon was dispatched at Sta Barbara, Iloilo to augment the 2nd District Police Stations and to serve as the nucleus of the 4th PMG.

e. Crime Prevention and Police Visibility - This PRO is considered as the first to have initiated and implemented the Community Oriented Policing System (COPS) which originally evolved from the BAC-UP of Bacolod City, and the NEC-UP of Negros Occidental. Presently, it is known as the Community Police Units (CPUs). By the end of 1998, we have on list 254 CPUs maintained and for this semester, a total of 256 manned by about 425 PNP personnel and CVOs providing full service policing in the different barangays/communities within AOR, especially in crime prone areas. About 7,483,800 man-hours were devoted for foot and mobile patrols, regionwide.

f. Implementation of Crime Prevention Programs - Close monitoring of crime incidents, statistics and crime clock is done religiously to serve as basis for effective crime prevention programs. This semester's Average Monthly Index Crime Rate is 3.55, Average Monthly Crime Rate is 5.51 and Crime Solution Efficiency is 93.25%.

g. Implementation of Crime Prevention Operation - Pro-active policing has been proven effective in crime prevention and control. The neutralization of Most Wanted Persons before they commit another crime is one of the main thrusts of PRO 6. For the period, the following suspects were accounted for; 39 Most Wanted Persons and 1,851 Other Wanted Persons. Our recent operations yielded the neutralization of 7 Organized Crime Groups which includes two Ilonggo Robbery Hold-up Groups from Pototan which victimized the Robino's Beach Resort in San Jose, Antique and Keppel Monte Bank in Sara, Iloilo. Three of the suspects arrested in Himamaylan, Negros Occidental turned-out to be the same suspects in the Kidnap for Ransom with Homicide at Sta Cruz, Laguna. Their timely arrest prevented the possible robbery of payroll money of Maricalum and Philex Gold Mines in Sipalay, Negros Occidental.

h. Campaign Against Loose Firearms - The proliferation of loose firearms contributes to the commission of a crime. Our intensified campaign yielded the following; 223 assorted firearms were confiscated, 53 were recovered and 46 were surrendered. There were 224 persons arrested and 154 cases filed in court as a consequence thereof.

2. Restoration of the trust and confidence of the people on their police and gain the community support (LOI 25/98 - People's Day, Morale Recovery Program, Value Formation, and the like).

a. "People's Day, Conferences, Seminars and Dialogues - An innovative approach of bringing the PNP closer to the people is the holding of "People's Day". It was launched at PRO 6 on last Saturday of September 1998 followed by succeeding sessions every 2nd and last Saturday of the month thereafter. Last year, there were about 2,118 pulong-pulong, conferences and dialogues conducted while this semster about 1,469 including 375 seminars. PRO 6 lately modified and dubbed as "Pulong-Pulong Para sa Masa", the continuing dialogues which propagates the ten-point agenda of the Estrada Administration.

b. REACT 166 - This flagship project had been proven helpful in many instances already. In urban centers, most cities and Type A municipalities are already installed with telephone lines. In the rural areas, however, no telephone lines are still available but radio sets provided by the PNP and civic radio clubs come in handy for this purpose. Last year, there are four (4) radios and eight telephones installed for the period equipped with REACT 166 hot line in addition to forty four (44) already maintained. This semester, 2 were established and 56 being maintained.

c. Gender Awareness Development - Considered as another flagship PNP project which is being widely implemented in this PRO is the Women's and Children's Desk (WCD). PRO 6 is proud to have established/activated WCD 100% regionwide although some WCD were clustered due to lack of policewomen. These desks showcase our policewomen who were properly trained in handling sensitive complaints of women and children victims. In the previous years, training courses on Gender Sensitivity were conducted at PRO 6, Cebu City, Manila and Bacolod City by the PNP and civic organization like the DAWN Foundation. Last year, a training was conducted at Iloilo City hosted by DILG, Manila and attended by 112 policewomen. PRO 6 WCD attended five (5) days UPV-GRD Program Regional Trainors Training conducted by Women's Studies of the Philippines and another one sponsored by the Soroptimist in Iloilo City. For last year, 2,258 cases on abuse of women and children were recorded. Out of these, 420 were filed in court, 1,506 were amicably settled and the rest are still being investigated and followed-up. For this period, 685 abuse cases were reported, 320 were investigated and 594 were amicably settled. Relatedly, 192 women and children organizations were formed this semester. Making the GAD work is a priority program of this PRO with the 5% "must allocation" of total MOOE funds received per quarter. A total of P2,109,339.30 was allocated by PRO 6 for 1998 GAd projects and activities. For this semester, about P1.5M was allocated for the purpose.
