Royal decree 1: Drug Legalization Act

We HM king Thomas I of the Kingdom of Swaenenburgh, Prince of Nollebos etc. etc. etc., hereby declare that:

1. Marihuana, weed, grass, LSD, cocaine, heroine and XTC shall be legalized in this nation, provided there are effective ways inplemented to control the production, quality, price and sale of the above mentioned, to referred to as drugs hereafther.

2. The government of this nation strongly believes in the responsibility of the individual of both buyers and providers of these drugs. The government shall however be forced to respond to any violation of moral responsibility of this branch of business.

3. The sale of drugs shall not be advertised openly, nor shall drugtacking in public or the sale to minors be tolerated. Sale and production shall be restricted to coffeeshops 'Dutch-style' to be appointed by the government. They will pay taxes like any business.

4. Individuals are allowed to produce drugs for private use only, to sell or to give away these drugs freely shall amount to a criminal offence.

5. Any points or situations unlegislated shall be made up 'ad hoc'. No man shall break the above mentioned laws or the spirit in which they were meant. We King Thomas I, by the grace of God, declare it to be written and law from the 28th December Anno 1998.

6. Amendment 1 to Drugs Legalization Act: The government hereby imposes maximum and minimum prices on drugs, to be specified by the Ministry of Health and Public Hygiene, the prices shall be related to those of cigarettes and consumer-alcohol. This amendment will become Law on the 5th of March Anno 1999.
