The Multimedia Super Corridor (MSC) is born of the vision to propel Malaysia into the 21st. century by employing the tools of the Information Age, where the key industry will be information technology and multimedia, operating within an environment specially designed to facilitate the mutual enrichment of leading edge companies and countries seeking to locate here and reap the rewards of the Information age. This special area where the latest in IT infrastructure will be built and installed will be a ‘test-bed’ for the new roles of government, new cyber laws and guarantees, collaborations between government and companies, companies and companies, new broadcasting and new types of entertainment, education, healthcare, applications of new technologies, and R&D centre for the information-based industries. The MSC is both a physical area and a new paradigm for creating value in the Information Age. Physically the MSC will be about 575 sq. km spreading south of Kuala Lumpur. Beginning with the Kuala Lumpur City Centre (KLCC) as the northern gateway, the MSC is bounded by the Shah Alam Expressway in the north, the Kuala Lumpur-Seremban Highway in the east, the North-South Expressway Central Link in the west and the Kuala Lumpur International Airport (KLIA) to the south. The MSC will be the main development hub of the nation in the next century. In the centre of MSC is Putrajaya, the new electronic government administrative capital of Malaysia, and Cyberjaya, the information technology city, which will be developed with the latest IT infrastructure to meet the business, residential and recreational needs of the knowledge workers of the multimedia companies locating within it. The contiguous development of these two mega-project, to be known singularly as Megajaya, together with KLIA will provide the ‘jumpstart’ and catalyst to development within the MSC. In between these mega-projects there will be ample land to be developed especially for the multimedia industry and other companies using leading edge information infrastructure to provide products and services to their clients. The entire area will be served by a 2.5-10 GB, 100 percent digital fiber optic network that will directly link the MSC with ASEAN, Japan, U.S. and Europe. There will also be high speed road and rail links. Its location between the airport and Kuala Lumpur puts the MSC in the most convenient location for industrial IT innovators and knowledge workers. The vision of MSC in 2020 is that of a multicultural ‘web’ of mutually dependent international and Malaysian companies collaborating to deliver new products and services to customers across an economically vibrant Asia and the world. It will also be far more than a business development by 2020. It is envisioned to be a global community living at the leading edge of the Information Society with their smart homes connected to a network through which they can shop, receive information, be entertained, interact with one another, and educate themselves. The Multimedia Super Corridor will be developed with Putrajaya, the intelligent national administrative capital , and Cyberjaya, the information technology city as the hub and nucleus of development within the MSC, providing the catalyst for other development within the Super Corridor. Collectively, Putrajaya and Cyberjaya will form a single nucleated core to be known as Megajaya, spearheading the MSC development with the building of the Prime Minister’s Department, and establishment of electronic government and the flagship enterprise zone. The Kuala Lumpur City Centre development (KLCC), the intelligent commercial centre will form the northern gateway to the Super Corridor while Kuala Lumpur International Airport (KLIA), the intelligent international airport will be the southern gateway. These four mega-projects will be linked and served by the Dedicated Highway (from KLCC to KLIA) as well as the Express Rail Link (ERL) which will provide rapid and easy transit between the northern and southern gateways of the Super Corridor. On the periphery, accessibility is provided by the Shah Alam Expressway, the Kuala Lumpur-Seremban Highway and the North-South Central Link which is presently under construction. The South Klang Valley Expressway will also traverse the area from the east to west while intra-region accessibility will be facilitated by the proposed Future Putrajaya Inner Ring Road, Future Putrajaya Outer Ring Road and other existing roads. To ensure the fruition of the long-term plans of MSC, the government has initiated a package of incentives and guarantees that will encourage the IT/ Multimedia foreign and local industries to capitalise and locate physically in the MSC. A 10-point Bill of Guarantees has been drawn up to ensure the MSC will offer the best tailored incentives, guarantees and financial/ venture-capital environment for leading companies willing to use MSC as their regional hub.
