Koridor Raya Multimedia [MSC]

The Multimedia Super Corridor (MSC) is born of the vision to propel Malaysia into the 21st. century by employing the tools of the Information Age, where the key industry will be information technology and multimedia, operating within an environment specially designed to facilitate the mutual enrichment of leading edge companies and countries seeking to locate here and reap the rewards of the Information age.

This special area where the latest in IT infrastructure will be built and installed will be a ‘test-bed’ for the new roles of government, new cyber laws and guarantees, collaborations between government and companies, companies and companies, new broadcasting and new types of entertainment, education, healthcare, applications of new technologies, and R&D centre for the information-based industries.

The MSC is both a physical area and a new paradigm for creating value in the Information Age. Physically the MSC will be about 575 sq. km spreading south of Kuala Lumpur. Beginning with the Kuala Lumpur City Centre (KLCC) as the northern gateway, the MSC is bounded by the Shah Alam Expressway in the north, the Kuala Lumpur-Seremban Highway in the east, the North-South Expressway Central Link in the west and the Kuala Lumpur International Airport (KLIA) to the south.

The MSC will be the main development hub of the nation in the next century. In the centre of MSC is Putrajaya, the new electronic government administrative capital of Malaysia, and Cyberjaya, the information technology city, which will be developed with the latest IT infrastructure to meet the business, residential and recreational needs of the knowledge workers of the multimedia companies locating within it. The contiguous development of these two mega-project, to be known singularly as Megajaya, together with KLIA will provide the ‘jumpstart’ and catalyst to development within the MSC.

In between these mega-projects there will be ample land to be developed especially for the multimedia industry and other companies using leading edge information infrastructure to provide products and services to their clients. The entire area will be served by a 2.5-10 GB, 100 percent digital fiber optic network that will directly link the MSC with ASEAN, Japan, U.S. and Europe. There will also be high speed road and rail links. Its location between the airport and Kuala Lumpur puts the MSC in the most convenient location for industrial IT innovators and knowledge workers.

The vision of MSC in 2020 is that of a multicultural ‘web’ of mutually dependent international and Malaysian companies collaborating to deliver new products and services to customers across an economically vibrant Asia and the world. It will also be far more than a business development by 2020. It is envisioned to be a global community living at the leading edge of the Information Society with their smart homes connected to a network through which they can shop, receive information, be entertained, interact with one another, and educate themselves.

DEVELOPMENT CONCEPT

The Multimedia Super Corridor will be developed with Putrajaya, the intelligent national administrative capital , and Cyberjaya, the information technology city as the hub and nucleus of development within the MSC, providing the catalyst for other development within the Super Corridor. Collectively, Putrajaya and Cyberjaya will form a single nucleated core to be known as Megajaya, spearheading the MSC development with the building of the Prime Minister’s Department, and establishment of electronic government and the flagship enterprise zone.

The Kuala Lumpur City Centre development (KLCC), the intelligent commercial centre will form the northern gateway to the Super Corridor while Kuala Lumpur International Airport (KLIA), the intelligent international airport will be the southern gateway.

These four mega-projects will be linked and served by the Dedicated Highway (from KLCC to KLIA) as well as the Express Rail Link (ERL) which will provide rapid and easy transit between the northern and southern gateways of the Super Corridor.

On the periphery, accessibility is provided by the Shah Alam Expressway, the Kuala Lumpur-Seremban Highway and the North-South Central Link which is presently under construction.

The South Klang Valley Expressway will also traverse the area from the east to west while intra-region accessibility will be facilitated by the proposed Future Putrajaya Inner Ring Road, Future Putrajaya Outer Ring Road and other existing roads.

In generating the development concept of the MSC, the following factors were taken into consideration:

Existing development policies such as those in the Sepang and Kuala Langat Structure Plans.

Considering the above factor, the future development of MSC will be based upon the following development zones, each zone designated to pursue specific development objectives. These zones are:

Airport City

PUTRAJAYA

Putrajaya in the centre of MSC is Malaysia’s new electronic government administrative centre which will be developed as an intelligent garden city. This means cutting edge technology as to energy conservation, space utilisation, ecological friendliness, automation and a host of other criteria. Putrajaya will provide a balanced urban environment for 250,000 people served by state-of-the-art communications and transportation systems.

CYBERJAYA

Cyberjaya will be the leading and key component of the MSC package to attract target companies. It is set to become a leading-edge multimedia centre that will attract world-class multimedia/IT companies, professionals and students. This package will offer top-quality business facilities, state-of-the-art multimedia infrastructure, superb living environment and convenient transportation as well as soft infrastructure in the form of competitive incentives and inducements for companies and individuals locating within the area. It will support a living population of approximately 240,000 and a working population of over 10,000 foreign knowledge workers. Development in Cyberjaya will be initiated by the flagship zone located to the east of the city.

CYBER VILLAGE

Cyber Village is planned as the development nucleus for local SMEs, the small and medium scale enterprises which will gain from technology transfer and development of applications by the larger enterprises within Cyberjaya. Cyber Village will provide the environment for SMEs to strengthen their entrepreneurial and competitive capabilities by learning and applying the technology and R&D input from the main leaders in Cyberjaya. Such SMEs will form the main market segment of IT spending on low-end systems and servers in the coming years. By operating as a cluster, SMEs can draw on a common information network and knowledge workers pool, as well as form strategic alliances which serve to diffuse new knowledge and skills rapidly throughout the cluster. The enterprise zone will be designed on the concept of a technology park with emphasis on innovative building design, quality environment and attractive landscaping.

TELE-SUBURB

Tele-Suburbs are predominantly residential zones where future smart homes and smart schools will be located. Homes and schools will be linked to a high-speed data network which will enable worldwide data exchange, e-mail, on-line chat, home-shopping, home-entertainment, telemedicine, and even banking and investing. It will be a two-way system enabling people to send information as will as receive it. Tele-Suburb will be the test-bed for bringing electronic innovation and information technology into the niche of home and ordinary life.

HIGH-TECH PARK

The High-Tech Parks will provide the environment for high-tech industries wishing to locate within the MSC. The high-tech industries qualified to locate here will be those which are non-polluting, with low labour input, and employment of high technology. These would form part of the world wide manufacturing web. The main pre-requisites for High-Tech Parks such as high-speed transportation network, quality manpower, industrial concentration, quality urban amenities and environment, academic and research facilities, information technology and top-class infrastructure are all available within the MSC. Hence, there is a high locational advantage for high-tech industries to locate within the MSC.

RESEARCH AND DEVELOPMENT CENTRE

The Research and Development Centre will be a collaborative cluster of academic institutions which offer courses on information technology, and corporate research and development (R&D) centres which undertake research and development functions for information based industries. Research and development oriented industries require close co-operation with academic and research institutions which have facilities for laboratory testing, R&D and skill training centres. Research activities in a pleasant environment tend to produce better results and improve the quality of life.

AIRPORT CITY

Airport City incorporating Bandar Baru Salak Tinggi and Bandar Baru Nilai will be built as a service centre to support the KLIA development. Apart from being the administrative centre of the Sepang District, the development of industries (relating to transportation and aeronautical service, electronics and information technology) civic institutions, commercial facilities and housing will also be encouraged in Bandar Baru Salak Tinggi. It will also be a trade and exhibition centre at the national and international level because of its strategic position.

The Multimedia Super Corridor will be developed based on the principles of symbiotic harmony between the Creator, man, environment and technology. This is in keeping with the Malaysia Planning Doctrine which stress the importance of the trinity of relationships between the Creator, man and the environment. Within the MSC, the key element of technology has also been introduced into this relationship in which technology will serve to provide a better quality of life for man within his environment and this technology will be both user-friendly and environmentally-friendly. Translated in physical planning terms. Emphasis will be placed on the following principles:

Ecologically and Environmentally Friendly

The development plans of the different areas within the MSC will be aimed at maximising the assets of the natural environment such as water bodies, particularly ex-mining ponds, hills and greenery and to create a garden city image wherever relevant. The planning intention will be to keep and enhance the greenery through more parks, landscaping and creative design of open spaces.

Promote Spiritual, Social and Cultural Values

Urban development will seek to provide an attractive domain and suitable environment which would promote spiritual, mental and physical health and traditional values of family-centredness, community interaction and the enjoyment of nature and cultural pursuits. The significance of the city as a ‘cultural reservoir’ should go hand in hand with its function as an ‘economic space’. Adequate places of worship will be provided which apart from its function of worship will act as a centre for human development, particularly in instilling good values and ethics.

Community and People-Oriented Environment

Community identity will be created through design and planning based on the neighbourhood unit. The road environment will be one in which people and auto can co-exist which would be totally different from the present auto-oriented system. Pedestrian walkways will be provided which will enhance more human-scale communication and interaction. Bicycle-only lanes will be provided for streets with heavy traffic. Urban space will be designed in a way that considers views from the road. Commercial space in a neighbourhood should function not only as a place to shop and dine but also as a semi-public place for the neighbourhood’s residents to communicate and interact.

Top-Class Infrastructure and Services.

In order to attract high information technology companies from all over the world, good access to regional transportation, top-class infrastructure, public services and supporting infrastructure will be provided. The community services to be provided will not only be those which meet local needs but will also be those with value-added features such as smart schools, multipurpose card, tele medicine. Borderless marketing and information schools.

DEVELOPMENT INCENTIVES

To ensure the fruition of the long-term plans of MSC, the government has initiated a package of incentives and guarantees that will encourage the IT/ Multimedia foreign and local industries to capitalise and locate physically in the MSC. A 10-point Bill of Guarantees has been drawn up to ensure the MSC will offer the best tailored incentives, guarantees and financial/ venture-capital environment for leading companies willing to use MSC as their regional hub.
