Road Champs has not had a regular or premier issue for the following states: Hawaii, Connecticut, Delaware, or New Hampshire.
Hawaii does not have a state police. The TV show "Hawaii 5-0" was about a fictious agency. The name came from Hawaii being the 50th state. A show about Alaska would have been called "Alaska 4-9", I guess. I have a custom in my collection of the Hawaii Sheriff Department. It is from Code-3 Collectibles(Mike Pitman) and is a very nice car.
The other states just weren't produced. Some cities have copyrighted garphics and that may be the case with these particular state vehicles. I believe Connecticut has unmarked cars. They have "Conn. State Police" on the rear of the light bar. There is some information about this on "The Road Champs Page" under "Make a Custom".
