In 1908 northern parts of the Department of Cauca were detached and organized into
three new departments : Buga, Cali and Cordoba. (This last one existed only very
briefly as its territory was nearly immediately transferred to the Department of
Caldas, as were some parts of Buga)
In 1910 both departments were abolished, but as the inhabitants refused to return
to Cauca, both territories were immediately merged into a new Department, styled
Valle del Cauca. (1)
(1) Like all departments Valle del Cauca enjoyed the right to manage its own
financial affairs.
This right was partly curtailled in 1928 when it was forbidden to borrow
abroad without the sanction of the central government.
