The MVCO

The Motor Vehicle Clearance Office (MVCO) was established purposely to implement Section 6 of RA 6539. This particular provision states that "any person seeking, the original registration of a motor vehicle whether the motor vehicle is newly assembled or re-built or acquired from a registered owner, shall within one week after the completion of the assembly or rebuilding job or the acquisition thereof from the registered owner, apply to the Philippine Constabulary (now Philippine National Police) for clearance of the motor vehicle for registration with Land Trasportation Office".


Republic Act No. 6539, otherwise known as the :Anti-Carnapping Act of 1972" was enacted to suppress carnapping. the crime is usually perpetrated by an organized group and has been victimizing unwary motor vehicle owners. TMG statistics show that an average of 4.03 motor vehicles are carted away by carnappers everyday. The PNP Motor Vehicle Clearance is being processed and issued by MVCU, TMG in Metro Manila and Regional Traffic Management Offices/ Traffic Management Teams in the provinces. For motor vehicle owners who wish to secure a PNP MV Clearance, the following steps should be undertaken: Bring the MV and Registration documents to above mentioned offices of macro - etching examination and processing. No clearance will be issued without the MV being presented for examination or inspection. The requirement of clearance resulted to the investigation of about more than 500 motor vehicles from January to October of last year, whose engine or chasis numbers were erased
