Year 1995 was a remarkable pace for this office in its effort to computerize the clearance system. Our thrust for CY 1997 is to computerize all PNP Motor Vehicle Clearance certificates being issued to applicants. A new prototype of program has already been developed by a group of students which practically covers all areas such as clearance generation, statistics, vehicular accident, records/history of registered vehicles and list of wanted MVs. It aims to build a database vital in our campaign against carnapping and would probably lead to solutions to traffic. Processing of PNP MV Clearances will be shortened as well.

PEACE AND ORDER SITUATION

Carnapping

A total of 1,914 carnapping incidents was recorded nationwide from January to Decem ber 1996 mostly perpetuated in Metro Manila. This record is higher by 6.5% compared with the same period last year. The graph below shows for the past ten years the trend of carnapping.

For the same period in review a total of 1,914 motor vehicles or an average of 159.92 cases per month were reported stolen. Out of that figure, 257 or an average of 21.42 cases were solved/lifted from the list of wanted/stolen vehicles. TMG has made more recoveries but lifting of alarm have not been made officially yet as of this report. The average monthly recoveries of TMG as far as this office is concerned are only 13.4%. The graph below shows monthly trend of carnapping.

Sixty two percent (62.2%) of stolen motor vehicles are cars/automobile.

Toyota Corolla, Nissan Sentra, Toyota Tamaraw FX and Mitsubishi Lancers are the favorite vehicles being stolen by carnappers.

Most vehicles are stolen while parked. It is also alarming that "Forcibly Taken" incidents increased by 13.3% compared to the same period last year.

In the MVCO Wanted/Stolen Information System a total of 34,140 motor vehicles were recorded stolen as of 20 January 1997. Out of the said figure only 7,055 or 20.7% of the list of stolen motor vehicles were recovered and its alarms were officially canceled. The basis of the above statistics is the official report made by SOU through the Alarm Sheet and the Lifting of Alarm signed by the Director, TMG.



VEHICLE POPULATION

From Jan to Dec 1996 in Metro Manila alone more than 200,000 brand new motor vehicles applied for PNP MV clearance for the purpose of registration. Thus, vehicle population considerably increased from 2.6M to almost 3M to include reports submitted by other Regional Traffic Management Groups. Stolen MVs is only 1.1% out of the total vehicle population nationwide.

Crime Prevention and Police Visibility

The concern of this unit in crime prevention is through efficient recording and dissemination of wanted/stolen vehicles to other anti-carnapping units of the PNP to deter not only carnapping cases but also to neutralize other organized/syndicated crime groups utilizing stolen vehicles in perpetuating crimes such as bank robbery/hold-up, kidnapping etc. TMC District Units nationwide are being provided with list of stolen vehicles to keep them informed as well as recording carnapping cases as legitimately reported. Other units are also being furnished with details of stolen vehicles on case to case basis.

Investigation

For this year, though this unit has no investigative capability caused the investigation of a total of 566 motor vehicles through SOU. These vehicles were found to be having tampered or altered chassis and/or engine numbers and/or included in the list of wanted/stolen vehicles.

PEACEKEEPING AND INTERNAL SECURITY

Although MVCO has no primary Intelligence function yet its basic intelligence network continuously monitors nefarious activities of unscrupulous persons/groups involved in the falsification of PNP MV Clearance Certificates. Appropriate measures are being undertaken to curve such incidents.

LAW ENFORCEMENT WITHOUT FEAR OR FAVOR

For the year 1996 MVCO sustained its implementation of its policy in macro-etching motor vehicles exempting no one from vehicle appearance particularly to second hand MVs. This is to make sure that vehicle owners will be investigated if their engine or chassis number has been found having signs of tampering or the vehicle is included in the wanted list.

IMAGE ENHANCEMENT AND IMPROVEMENT OF COMMUNITY SUPPORT

The leadership of MVCO continues to promote its police-relation activities to strengthen the tie between the personnel/employees and the clearance applicants. Customer’s relation is always being maintained and redtapes is not being allowed.

COORDINATION WITH OTHER GOVERNMENT AGENCIES, NON-GOVERNMENT ORGANIZATIONS AND THE INTERNATIONAL POLICE COMMUNITY

The MVCO continuously coordinates with other Government Agencies such as Land Transportation Office, Bureau of Customs and other law enforcement agencies both foreign and local groups to broaden its network in figthing/preventing carnapping/technical carnapping.

During the year, the unit for numerous occasions had coordinated with LTO agency regarding the issuance of clearance certificates and its full utilization in which case registration of wanted/stolen vehicles are being prevented. Likewise, coordination with foreign agencies is religiously being done particularly in providing information regarding status of vehicles pending in other country’s custody due to questionable documents.
