CHAPTER 2 - ORGANIZATION 2.01 Non-Profit Organization 2.02 Program Objectives 2.03 Eligibility Requirements 2.04 Recruiting 2.05 Organizational Chart 2.06 Chain of Command 2.07 Succession of Command 2.08 Job Duties and Responsibilities2.01 NON-PROFIT ORGANIZATION The Williamson County Sheriff's Department Explorer Post #151 is a nonprofit organization chartered annually through Learning For Life. 2.02 PROGRAM OBJECTIVES The program objectives of Williamson County Sheriff's Department Law Enforcement Explorer Post #151 are: A. To increase the understanding between the youth of the community and the Williamson County Sheriff's Department. B. To guide qualified young men/women into a career in law enforcement. C. To provide the opportunity for citizenship, service, fitness, outdoor, social, and career experiences necessary for young men/women to be better prepared to take places in the community as citizens. 2.03 ELIGIBILITY REQUIREMENTS The Williamson County Law Enforcement Explorers shall be comprised of those young men and women who meet the following standards: A. Must be between fourteen and twenty-one years of age and have completed the eighth grade OR be at least fifteen years of age regardless of school grade. Both males and females are encouraged to attend. B. Must be enrolled in school, have graduated high school, or have attained a GED. If enrolled in school, the Explorers must maintain a grade average of "C" in every class each nine weeks. C. Must maintain a good moral character and is a responsible citizen in the community with a good reputation. D. Is of sound health and who possesses no deficiency in their physical or mental condition that would deter them from a law enforcement agency. E. Maintain a good appearance and demeanor in compliance with the standards and policy of this post. F. Have full approval of parents or guardian and assurance of their support and cooperation. G. Must successfully pass a thorough background investigation. H. Must successfully pass a structured review board. I. Must not have been denied membership or involuntarily terminated within the past six (6) months. 2.04 RECRUITING A. Career Interest Survey Local Learning For Life councils conduct surveys of high schools to determine the career and vocational interest of students. Upon receiving a list of potentially interested students, each student is invited to a "First Nighter" via a letter from the Explorer Post. B. First Nighter Prospective Post members are invited to an open house called a "First Nighter." This meeting is designed to inform them about the post, the program, and exploring. Young adults can meet the post's adult leader and tour and learn about the chartered organization. C. Post Presentations Post presentations may occur at a high school assembly, career awareness seminar, a display at a high school, or an exhibit at the Council Scout and Explorer Exposition. D. Referrals The existing Explorers should canvass their friends and invite them to a night meeting. This gives the member the responsibility of recruiting their peers into the group. Post advisors should schedule a follow-up meeting with the referrals and their parents or guardian to present the Exploring program. 2.05 ORGANIZATIONAL CHART 2.06 CHAIN OF COMMAND A. Sheriff B. Explorer Officers 2.07 SUCCESSION OF COMMAND Explorer Officers are normally in charge of Post activities with Advisors retaining over-riding authority. However, an Explorer of senior rank may assume command of an activity when an Advisor or Explorer Commander is not present or immediately available. 2.08 JOB DUTIES AND RESPONSIBILITIES A. Sheriff Dignitary position with final approval of all Post activities. B. Staff Advisor Command Staff employee of the Sheriff's Department appointed to oversee the Exploring Program. C. Post Advisor 1. Definition Sworn personnel directly responsible for the overall operation of the organization. The Post Advisor coordinates all functions of the Post and works closely with the Associate Advisors and the Explorer Captain. 2. Responsibilities a. The Post Advisor keeps the Staff Advisor informed of the progress of the Post including, but not limited to, results of activities, membership status, problems, projects in the making, and accomplishments. b. The Post Advisor keeps in contact with the Associate Advisors and the Explorer Captain on a weekly basis. The Post Advisor goes over any new or old business with the associate Advisors or the Explorer Captain and helps coordinate and plan the weekly meetings. c. The Post Advisor has the following responsibilities: 1. Schedule Advisor meetings. 2. Official Liaison between the W.C.S.D., Learning For Life, and other agencies. 3. Strengthen public relations through the media. 4. Supervision of BSA applications and registration fees. 5. Supervision of all Post finances and monthly dues. 6. Supervision of all Post files, administrative duties, and other paperwork. D. Associate Advisors 1. Definition Adult leaders of the Post (civilian or swore personnel) who are representatives of the law enforcement profession and capable of producing a very favorable image of law enforcement to youth and the community. 2. Responsibilities a. Activity/Training Coordinator 1. Teach and train Explorers during the weekly meetings. 2. Help schedule activities for weekly meetings. 3. Prepare Explorers for competitions. 4. Participate in all review boards. 5. Give advice and direction to all Explorers. b. Ride-Along Coordinator 1. Liaison between the Post and the Associate Advisor's shift. 2. Help Advisor recruit Ride-Along Deputies and maintain an accurate list of those Deputies. 3. Provide policy and brief training to Ride-Along Deputies and help answer any of their questions. 4. Help conduct Ride-Along academies and certify Probationary Explorers to ride. c. Activities/Recruitment/Equipment Coordinator 1. Organize and schedule fund raisers, social, and other activities by advising the Explorers. 2. Be present at all recruitment activities to help answer questions and inform the public. 3. Supervise issue of Post property and supplies. d. Maintain Department Files 1. Send in Learning For Life applications and registration fees. 2. Oversee Post bank account. (Balance account) 3. Maintain and update official department files for the Explorer Post. 4. Perform various secretarial duties. E. Explorer Captain The Explorer Captain is responsible for carrying out the following: 1. Exercises line supervision over all Post members and coordinates the administration and operation of the Post. 2. Presides over all regular and special Post meetings and Post Command meetings to include Explorer review boards. 3. Supervises Post program planning. 4. Implements the Post program through Command and Officers. 5. Investigates complaints and problem areas within the Post. 6. Represents the Post at speaking engagements. 7. Maintains all Explorer files. (Personnel, test, memos, etc.) 8. Works under the direct supervision of the Post Advisor and assist him/her in anyway possible. 9. Responsible for all Post property. F. Explorer Lieutenant The Explorer Lieutenant is responsible for carrying out the following: 1. Takes command of the Post in the absence of the Captain. 2. Implements the Post program through Command and Officers. 3. Helps determine the interests of the Post members. 4. Responsible for the monthly collection of all Post dues and the weekly collection of any and all donations or special monies. The Lieutenant shall keep an accurate record of all Post funds. The lieutenant shall be looked to as the Post Treasurer. 5. Supports and works closely with the Captain. 6. Update the Activity Log and personnel files on a weekly basis. 7. Maintains attendance record. G. Explorer First Squad Sergeant The Explorer First Squad Sergeant is responsible for carrying out the following: 1. Supervises the activities of his/her Squad. 2. Conducts uniform and equipment inspections of his/her Squad and notifies the Captain if any equipment is needed or missing. 3. Takes any requested notes during the weekly meeting. 4. Oversees the sign-ups for the weekly Ride-Along Program. 5. Oversees leave request forms. 6. Responsible for any extra duties assigned by the Captain, Lieutenant, or a Post Advisor. H. Explorer Second Squad Sergeant The Explorer Second Squad Sergeant is responsible for carrying out the following: 1. Supervises the activities of his/her squad. 2. Conducts uniform and equipment inspections of his/her Squad and notifies the Captain if any equipment is needed or missing. 3. Records the attendance of Post members at all meetings and activities and advises the Lieutenant of any absences. 4. Prepares the room prior to regularly scheduled meetings and returns any equipment to storage after the meeting. 5. Responsible for any extra duties assigned by the Captain, Lieutenant, or a Post Advisor. I. Explorer Corporal The purpose of this position is to expose Explorers to the administration and leadership positions of the Post. It will help them to understand what the Commanders do, and will allow other Explorers to observe how they accept the challenges of a leadership position. Corporal's duties are as follows: 1. Assumes Explorer Second Squad Sergeant duties #3, #4, and #5 when position is vacant. 2. Corporals will assist the Sergeants in contacting Explorers during the week about upcoming events and absence notifications. 3. Corporals will take the Sergeant's positions and duties when the Sergeant is not present at any and all Explorer events. The Corporal should receive the same respect and cooperation from all Explorers when this takes place. 4. Corporals are not members of the Command Staff and will not possess any disciplinary power. J. Explorer Officer The Explorer Officer is responsible for being in good standing with the Post and the Department and shall carry out all orders and responsibilities assigned to him/her. CHAPTER 2
