There is a proven and guaranteed method to get rid of every drug house in your neighborhood on a permanent basis. It is no secret: the ONLY way to get rid of the criminal drug black market is through regulated drug sales. The only regulation necessary is for the manufacturer to list what is in the drug - with appropriate penalties for misleading information. That also involves decriminalization of all drugs; the user must be able to go home and use the product in a lawful manner. If you don't approve of the state selling any drugs then you can criminalize alcohol and tobacco and deal with speakeasies and smoke houses in addition to your drug houses.
We already have an OLCC network in place for distribution. There is no real need for warning: if it is a recreational drug, it is potentially abusable and can cause short and long term impairment of physical and mental function. The same wine that relaxes you, improves digestion, adds years to your life, and was served at the last supper to Jesus is the very same wine that causes drunken binges, domestic violence, health problems, and traffic fatalities.
There is a reason for restricting sales to minors with underdeveloped immune systems. While age may seem arbitrary [some minors are lot more mature than many adults and can have far better immune systems] it is currently the only viable barometer. Children must be taught at the earliest appropriate age that there are some activities such as recreational drug use and sex that are best suited for mature adults. The MINIMUM penalty for doing these activities before you are ready will be that you will experience diminished pleasure from them - for the rest of your life. And then there are other problems involved with promiscuity and addiction.
There are no such reasons for adult restriction. You only need to know who was using the drug before restriction: black sharecroppers growing cocaine for pain relief, hispanics and their marijuana, asians with their opium, and anti war protesters with their drugs. When society uses drug prohibition to punish those who are different injustice is inevitable.
This is how you get the drug reform necessary to get rid of drug houses:

1] you support a candidate who is promoting drug policy reform.
2] you make sure that everybody knows that the incumbent who has done nothing to promote reform is held responsible for the drug houses. Those drug houses are now the INCUMBENT's drug houses. If you are lucky enough to have an incumbent who has promoted drug reform then he/she is not responsible.
3] the candidate you elect will go to Salem and put every legislator there - who will be the incumbent next election - on alert that if they don't act every drug house in their district will become THEIR drug house. Go to Drug reform proposals with expected results and difficulty to legislate.

4] the point is: every officeholder who stands in the way of drug reform should be held accountable for the criminal black market. If enough irresponsible incumbents are defeated - especially by lesser qualified and poorly funded candidates - you will get better funded and better qualified challengers in the next election who will do something to get rid of those drug houses.
