How many times have we heard a friend or relative announce a new diet/fitness program. On Monday comes the announcement - along with an extra piece of cake and ale to celebrate his/her resolve. On Tuesday and Wednesday they will pack along some extra cookies and forgo the stairs - to save energy. On Thursday and Friday they will do the stairs - but keep the extra cookies. On Saturday and Sunday they will go without the extra cookies and walk 2 hours each day. Do you believe them? Will the plan work? Does this self deluding scam sound familiar?

If you are a habitual observer of the budget process and Congress, you've seen this scenario again, and again - and again....and again. The Great Prevaricator start the extra cookie routine and spent, spent, spent, on "fat free" military spending, along with the country's regular diet of entitlements, corporate welfare, mass incarceration scams [we've had at least 4 of those with no positive effect on crime] and pork barrel spending. Bush and Clinton just added their own personal touches to this self deluding effort to soothe the electorate while continuing the spending splurges for their favorite contributors.

Your friend/relative has just adopted the "Couch Potato" resolution with its appropriate timetable - delaying the hard work and sacrifice. Congress has just done the same with its "balanced" budget plan - which conveniently adds up more debt as they use dedicated revenue funds to balance [a practice not allowed by Generally Accepted Accounting Principles for any other governmental entity, BTW - but you'll never hear this from "respectable" accountants]. And the commercial media still ponder why the general public is still skeptical of this "historic" agreement.
