Dear vMajor Worsley,
At the last meeting of the Group staff a nomination was made on your behalf by the Group Operations Officer. This motion made reference to your efforts and attitude during the formative period of the v355th and the desire to see both of these traits rewarded. In addition it was felt that you had, by your example, fostered and inspired an eye for detail and a positive attitude in your business as related to your post of Group Training Officer, and in your general behaviour as a member of the v355th.
The Operations Officer felt that the Virtual Legion of Merit was a suitable reward and the Group Commanding Officer concurred. The paperwork was cut on the 16th of August to begin this process.

Subject: Award of the Virtual Legion of Merit
To: vMajor Joseph Worsley, Group Training Officer, 355th Virtual Fighter Group
By direction of the President, under provision of Army Regulations, as amended, you are hereby awarded the Virtual Legion of Merit in recognition of exceptionally meritorious conduct in the performance of outstanding services to the United States, not necessarily connected with an armed engagement in the air.
Citation: vMajor Joseph Worsley (v358th Squadron of the v355th Fighter Group) did, during but not limited to the period of August 1999, distinguish himself through exceptionally meritorious conduct in the performance of outstanding services. Noted in particular were his attention to detail, positive attitude and dedication during the inception of the v355th.
His behaviour was cited by the Group Operations Officer in conference, and the Group Commanding Officer, after deliberation, concurs in his decoration for these actions.
