Constitution

Article 1

Name and Purpose

Section 1: This organization shall be known as Explorer Post No. 125 sponsored by the Willing Hand Hose Co. 1 Inc. of Montoursville, Pennsylvania.

Section 2: The primary purpose of this Explorer Post is to introduce it’s members to the fundamentals of fire fighting, first aid, search and rescue, and other emergency procedures.

Section 3: Rules and policies of the Boy Scouts Of America and the constitution and by-laws of Willing Hand Hose Co.1 Inc. are governing policies. If any conflicts arise between this constitution and those policies, they shall be decided in favor of BSA and/or Willing Hand Hose Co.1, INC.

Article 2

Supreme power

Section 1: The jurisdiction and powers of the membership shall be the general and supreme to wit; they shall have jurisdiction over all members and shall enact all of the general laws of the post and be it’s supreme judicial head.

Article 3

Qualification for membership

Section 1: Any person 14 years of age and having completed the eighth grade, between the ages fourteen and twenty-one, being in good character, regardless of race, color, creed, or sex, may be considered for membership in the post.

Section 2: Each member shall be required to perform annually a minimum amount of service to qualify as an active member. The record of each member shall be reviewed annually to determine if the has performed the minimum service required. The minimum service required shall be 50% of post meetings, 50% of work details/ post fundraisers, and 25% emergencies. The findings shall be reported by the second meeting of January. Determination shall be made as to the member’s status as an active or inactive member.

Article 4

Application for membership

Section 1: All applications for membership must be made by filling out the official BSA form and presenting it to the post secretary along with the appropriate fees.

Section 2: All applications shall be presented at a regular post meeting at which time it shall be read and balloted on at the proper time.

Section 3: All rejected applicants shall have their dues returned. Six months must pass before rejected applicants can reapply. The post reserves the right to refuse any applicant for any reason and furthermore is not is not required to explain the refusal to anyone.

Article 5

Election of members

Section 1: The election of members shall be made by secret ballot and a two-thirds majority of the valid votes cast shall be necessary to elect.

Article 6

Officers

Section 1: Executive officers of the post shall consist of a President, Vice- President, and Secretary/Treasurer. In order to qualify for one of these offices, a member must have at least six months service in the post.

Section 2: Line officers shall consist of a Captain, and a Lieutenant. In order to qualify for these positions a member must have six months of service.

Section 3: All officers elected shall serve a term of one year. Any officer may run for re-election as many times as they are nominated.
