  2. Can a member vote by absentee ballot if it's not stated in the bylaws?

  1. Yes. Dues, fees, fines, etc. should appear in the bylaws. They're often found in the article titled "Members." See RONR pp. 565-66.
  2. No, unless some superior law (such as a state law) requires that absentee balloting be allowed. See RONR pp. 415-16.
