Q: We have filed Due Process against our school district on behalf of our son. Now the board has called a "Special Executive Session" for the purpose of placement of individuals in special education programs. Does this abide by Robert's Rules as a executive session discussion, or should it be a public meeting? - Catherine M. Howard, Feb. 6, 2000

A: Considering only RONR, yes, it is proper for boards and committees to meet in executive session all of the time. Of course, if an "Open Meeting" law, statute or other superior rule exists that specifies what subjects may be heard in executive session by the board, then RONR would yield to it. See RONR p. 95.
