Q: Can Robert's Rules of Order be suspended, temporarily? - N.S., Feb. 5, 2000

A: Yes. A rule in RONR may be suspended by the motion to Suspend the Rules, which:

must be seconded;

is not debatable;

is not amendable; and

requires a two-thirds vote.

When the motion is made, the specific purpose must be stated. For example, you could move to "Suspend the rules and hear the Membership Committee's report at this time." See RONR Section 25 for details.
