If a change in a bylaw has been sent in writing to an organization, can it be tabled because the bylaw committee has two members missing and they feel that it is unfair to vote on the changes?

The assembly can Postpone Definitely taking action on the amendment until the next meeting (if that meeting is to occur within one quarter-year).
The bylaw committee can recommend postponement, but cannot postpone it itself.
