Until recently, crime victims were the forgotten people in the common law legal systems, left behind in the wake of societies as they changed being from relatively stable and homogeneous populations with common cultural links based on geography.
Increasingly this is changing, and the diversity of victims and their needs is slowly being recognised and new procedures are evolving which seek to bring the victim back into the criminal law process.
When victims began to fall by the wayside, the system began to lose touch with women and children, for women and children involved in criminal cases are generally victims of crimes, rather than defendants charged with crimes.
