LYCOMING COUNTY BAND DIRECTORS ASSOCIATION
CONSTITUTION
ARTICLE I - NAME
The name of this organization shall be
Lycoming County Band Directors Association,
herein referred to as the Association.
ARTICLE II - PURPOSE
Section I - To arouse and maintain an enthusiastic interest in the instrumental music departments of the Lycoming County school districts.
Section 2 - To foster an atmosphere of mutual respect and support between the Directors and students of instrumental music in Lycoming County.
Section 3 - To provide the best musical experiences possible to the instrumental music students of Lycomlng County through festivals and exhibitions.
ARTICLE III - MEMBERSHIP
All directors of instrumental music in Lycoming County are automatically active members.
ARTICLE IV
Section
1 – The following shall be stated quarterly meetings of the Association:
a.
October – This meeting is to select the membership of the Senior High
Honors Band Festival. This meeting
should be held the first Monday in October at 6:30 PM, at the Senior High Honors
Band host school.
b.
November – This meeting should be a brief business meeting, followed by
the selection meeting for the membership of the Junior High Honors Band
Festival. This meeting should be held at 7:00 PM, during the Tuesday
evening rehearsal of the Senior High Honors Band Festival, at the same location
as the rehearsal.
c.
March – This meeting should be a general business meeting.
This meeting should be held at 10:00 am, during the Saturday morning
rehearsal of the Junior High Honors Band Festival, at the same location as the
rehearsal.
d.
May or June – This meeting is a general business meeting and a social
event. This meeting should be held
at the discretion of the President and, when applicable, the host.
All efforts should be made for all members of the Association to attend
this meeting.
Section 2 – Special meetings may be
called as approved by the President.
ARTICLE V - OFFICERS
Section 1 – The officers of the Association shall be a President,
Vice-president/Secretary, and Treasurer.
Section 2 – Term of Office
a.
Officers shall assume their duties at the meeting that follows their
election. The term of office is two
years.
b.
Any vacancy occurring in an office shall be filled by a nomination from
the floor and election held at the same meeting.
The elected officer shall assume the duties of office immediately upon
election for the remainder of the term.
Section
3 – Duties of the Officers
a.
The President shall preside at all meetings of the Association, appoint
all committees, be ex-officio of all committees, and provide the welcome address
at all county band festivals.
b.
The Vice-president/Secretary shall keep the records and minutes of all
meetings, shall report the same at all meetings and attend to all
correspondence, maintain a current and informational website (including a
current mailing list of all current members), receive the Treasurer’s Report
and file it in the Record of the Association.
c.
The Treasurer shall receive all funds due the Association, deposit same
with the chosen bank in the account of the Association, and pay out same keeping
an accurate account of all receipts and disbursements, showing in a record each
activity separately as well as a complete report to the Association at each
regular meeting. The Treasurer will
also supervise the sale of tickets at each county event and will collect all
ticket monies at the conclusion of the sale period.
Section
4 – Nominations and Elections
a.
A nominating committee shall be appointed by the President at the March
meeting of every even numbered year. Recommendations
of the committee should be made at the May or June meeting.
b.
Officers are to be elected at the May or June meeting upon acceptance of
the nominating committee’s recommendations.
ARTICLE VI - AMENDMENTS
This constitution and its attending By-Laws may be amended by a two-thirds vote of the members present after the proposed amendment has been read at one previous meeting. The proposed amendment must be conveyed to the membership in a notice for the meeting at which voting on said amendment proposal is to take place.
ARTICLE VII - AUTHORITY
The rules contained in Roberts Rules of Order, Revised shall govern this organization in all cases in which they do not conflict with the needs of the organization.
