CAT Tracks for September 26, 2008 SPECIAL BOE MEETING(S)...MINUTES

After a short delay as we struggled to get a quorum, the meeting proved to be short and sweet...basically, as advertised.

First, the public hearing on the budget (2008-2009) for Cairo School District Number One...

I. Call To Order - 5:55 p.m. - Brown, Mayberry, Gooden, Burris were present.

II. Review 2008-2009 Budget - Superintendent Leotis Swopes asked if there were any questions. After receiving none, Superintendent Swopes commented that there had been no significant changes from what had been placed on reading a month ago.

III. Receive Testimony - None

IV. Adjourn To Special Meeting - A motion was made, seconded, and passed to adjourn the hearing at 5:57 p.m.

Next up, the Special Meeting...

I. Call To Order - 5:58 p.m.

II. Roll Call - Brown, Mayberry, Gooden, Burris were present.

III. Recognition and Comments from Employees and Public - None.

IV. Approval of Agenda - Special Meeting - Motion made, seconded, and passed.

V. Personnel/Employment - Superintendent Swopes mumbled/whispered something along the lines that the FOP had said to hold off on the suggestion made in closed session. (If you want my "editorializing to heighten emotion" as to what was meant by that comment...I would speculate that at least the FOP realized that advertising and hiring an administrative assistant to the Superintendent would NOT be wise...hopefully, PERIOD, but at the very least...until the District gets its four unions under contract. Maybe, just maybe, somebody out there reads CAT Tracks.)

VI. Closed Session - The BOE voted to enter closed session at 6 p.m. The BOE voted to exit closed session at 6:37 p.m.

VII. Requiring Action/Decisions By Board of Education

• Approve School District Budget - 2008-2009 - Motion made, seconded, and passed.

• Superintendent Swopes mumbled something about "...follow through on student issue...", was interrupted by a BOE member (with ensuing whispering), and the matter was dropped without comment.
