True to Superintendent Swopes' word, Cairo School District Number One broke its contractual obligation to members of the CAT, broke IL labor law, and defied established court decisions today by NOT paying returning teachers for their additional year of service.
The official notice was included in today's paychecks:
The CAT has already started the process of filing an unfair labor practice claim...ULP. By 11:00 a.m this morning, we notified the IEA office in Marion that the District had indeed "done the dastardly deed" AND faxed supporting documents for the claim. The ULP will be filed with the Illinios Educational Labor Relations Board...IELRB. (Along with today's memo, those documents were posted in the September 5th edition of CAT Tracks.)
Oh, we did send one more item...since the labor board likes to have "supporting documents"..."bargaining notes"...to show the intent of new language. It just so happens that CAT sent former Superintendent Sam Harbin an e-mail in 2005 explaining why we were proposing the new sentence that was added to Section 4.16. Below is the pertinent excerpt...
Folks, it doesn't get any clearer than this!
BUT...the District refuses to learn from its past mistakes...would rather pay lawyers to AGAIN clean up their mess than pay their employees.
