Although accused by Superintendent Swopes of "editorializing to heighten emotion", CAT Tracks would note that there was another administrator "in play" in District 157 and, therefore, there is no way of knowing which of the above abuses were the responsibility of CEO Rosemary Hendricks and which were the responsibility of Assistant Principal/Interim Superintendent Leotis Swopes.

However, returning to the "heighten emotion" stage, CAT Tracks WOULD venture the opinion that IF not directly responsible for the increased grievances and ULP, Superintendent Swopes was at the very least "learning the ropes" at District 157.

Furthermore, and even more disturbing for the financial well-being of Cairo School District Number One, the final article above would appear to be an omen of things to come...a blueprint for signing a long-term contract, stirring up trouble, and then obtaining a buyout!

Since the Cairo BOE graciously provided Superintendent Swopes FREE living quarters, he doesn't even have to be concerned about putting a house on the market should (self-serving) events dictate his departure.

After destroying CSD #1, Superintendent Swopes can get in his car (as he does almost every Friday afternoon - THURSDAY when he schedules one of his frequent Chicago-area workshops/conferences, thereby getting paid mileage to drive home for the weekend)...and never look back!

A sweet deal indeed...
