CAT Tracks for September 10, 2003 HAPPY NEW YEAR!

Nope...didn't drastically misread the calendar.

January may have the real "NEW YEAR", but government has its FISCAL YEAR and school begins anew in (argh!) August.

Okay, it's September...but wanted to share a belated greeting with my fellow CATs.
