Not 3...but 4 Bad Years!

Here's the cover letter to their proposal. Please note that it is addressed to "Cairo Teachers"...NOT your bargaining team. They have decided to go over our heads...again...trying to create doubt in your team...that your team does not keep you informed. When you look at their percentage raises for the four years, keep in mind that for the first year, 3.75 of the alleged 4.25 is actually the "additional salary" that we received in December and June...the "bonus". So the actual "new money" is 0.5%. The other percentages are NOT in addition to your step...it is your step and some change...until their 4th year...no "change", just the step. Anybody ready to jump on this? It expires at "high noon" on Sunday. Going, going, ...

The Board of Education has submitted a four-year package proposal to the Association, which constitutes the Boards "last, best offer." This proposal will expire at 12:00 Noon, May 26, 2002. Accordingly, if the Association rejects this four-year proposal and/or the Association fails to respond to said proposal on or before 12:00 Noon, May 26, 2002, the Board of Education thereafter withdraws this proposal.

The four-year proposal includes a pay raise equal to approximately $308,175 over four years or an average salary increase of $4,883 per teacher over four years. The Board's proposal also includes a provision to pay teachers' monthly health insurance premiums in the amount of $443.00 per month. Moreover, the District has agreed to pay each employee a one-time bonus in the third year of this contract if the District realizes a savings on health insurance premiums during the second year of this contract. Under the Board's proposal the pay raise in each year is as follows:

a. First Year 2001-2002: 4.25% increase or an average increase of $1,543 per teacher

b. Second Year 2002-2003: 2.6% increase or an average increase of $1,237 per teacher

b. Third Year 2003-2004: 2.53% increase or an average increase of $1,237 per teacher

c. Fourth Year 2004-2004: 2% increase or an average increase of $864 per teacher

The Board's final proposal includes a provision to make up five (5) of the seventeen (17) workdays missed due to the strike. If the Board's final proposal is not accepted, the District will not make up any of the seventeen (17) days lost due to the strike and the school year will end on May 29, 2002.

We have requested that the Association submit the Board's final offer to the Association members for a vote.

BOARD PROPOSAL
LAST, BEST OFFER
May 23, 2002

The Board of Education hereby withdraws all previous proposals submitted to the Association prior to this date, May 23, 2002.

FIRST YEAR: 2001-2002

1. $ 111,101.28 salary, TRS/THIS
$48,000 insurance
$159,101.28 total economic proposal

2. Article IV, Section 4.8. Insurance

The Board agrees to pay a maximum of $443.32 per month toward the employee's monthly health insurance premium for individual or family coverage under the District's health insurance plan for each year of this Agreement. It is the specific intent of the parties that the District's maximum contribution toward any monthly health insurance premium for individual or family coverage shall not, under the terms of this Agreement, exceed $443.32 per person per month.

In the event the District changes its health insurance carrier, any selected insurance policy shall provide comparable coverage to the policy in place at the implementation of this agreement. Any change of carrier and/or coverage shall be approved by a majority vote of the employees belonging to said group health insurance program.

The Board shall continue to maintain a 125 Cafeteria Plan which allows each employee the option of sheltering his/her share of the District's group health insurance premiums as well as other insurance premiums determined to be permissible under the plan.

3. Make up days.

Board agrees to make up five (5) of the seventeen (17) workdays lost due to the strike, contingent upon the Association accepting this four-year proposal. The teachers shall accrue no salary or benefits for the workdays that are not made up. The make up days shall be held on the dates specified on the school calendar, attached hereto and incorporated herein as Exhibit 1. If, during the term of the extended school year, as identified on Exhibit 1. it becomes necessary, for any reason, to extend the school year beyond June 5, 2002, such extension(s) shall not under any circumstances extend beyond June 30, 2002. The parties specifically agree that all make up days must occur on or before June 30, 2002, or said make up days shall not be made up.

If the Association fails to accept this proposal, the Board of Education will not make up any of the seventeen (17) workdays lost due to the strike and May 29, 2002, shall be the last teacher workday for the 2001-2002 school year.

4. Vertical Movement. Rejected

SECOND YEAR: 2002-2003

1. Step, which includes $51,000/TRS/THIS + $22,000, which includes TRS/THIS

2. Article IV, Section 4.8. Insurance:

If, during the second year of this contract, the District's total cost for health insurance premiums paid on behalf of Association members is less than the District's total cost for health insurance premiums paid on behalf of Association members during the first year of this contract, the District's savings, if any, on health insurance premiums paid on behalf of Association members in the second year of this contract shall be paid to the Association members as a one time bonus. Said bonus, if any, shall be paid to the Association members in two equal payments, one in October and one in June, during the third year of this contract. The parties specifically acknowledge that there is no guarantee of any bonus payment under this provision and that any such bonus amount is contingent upon the District realizing a savings on insurance premiums paid on behalf of Association members in the second year of this contract. The parties further agree that the bonus paid under this provision, if any, shall constitute a one time bonus during the third year of this Agreement and shall not be considered perpetual salary and shall not be placed on the salary schedule. Moreover, the parties specifically agree that a bonus, if any, paid to employees pursuant to this contract provision, shall not be considered in any subsequent collective bargaining sessions when negotiating salary/benefits.

THIRD YEAR: 2003-2004

NOTE: Adding the 4th year at only a step makes this proposal a lesser package than the rejected 3-year deal...and they know this! When we reminded them that their own press release indicated that NOT making up the days would cost the District to lose $50,000...when it only cost $34,000 to accept the CAT's proposal...Barney indicated that, yes, that was true...but that the teachers would lose more. Geez...
