Q: Using Robert's rules of order, when can bylaws be changed or amended? - Anon., Feb. 7, 2000

A: Usually the bylaws specify the requirements for their amendment. If they're silent, bylaws can be amended by a two-thirds vote at a meeting at which a quorum is present and for which adequate notice was given that a motion to amend the bylaws will be offered. See RONR p. 585.
