Parliamentary Procedure Q&A

Q: Can the chair of our committee refuse to recognize new business unless she has been previously notified of such? - Anon., Jan. 15, 2000

A: If your organization has no bylaw or other rule requiring previous notice of new business, then, no, she may not refuse to hear new business. Rules like she mentions are common at conventions where there is a Resolutions Committee. However, it would be extremely unwise to tie the hands of a working committee this way.
