Q:
Can a President declare a motion adopted at one meeting "out of order" at a following meeting?
The motion was definitely in conflict with a previously adopted motion.

A:
Yes.
Normally, points of order must be made at the time the breach occurs.
However, certain motions may be ruled Out of Order later if they constitute a breach of a continuing nature such as you describe.
