Can a standing committee of an institution have sub-committees which:
- consist of members of the standing committee and others who are not members of the standing committee?
- consist entirely of people who are not members of the standing committee?

If the institution authorizes it, subcommittees may consist of non-committee members in whole or in part when their participation is required.
