Q: Can a standing committee of an institution have sub-committees which:
  1. consist of members of the standing committee and others who are not members of the standing committee?
  2. consist entirely of people who are not members of the standing committee?

A: If the institution authorizes it, subcommittees may consist of non-committee members in whole or in part when their participation is required. (See RONR p. 488.)
