Parliamentary Procedure Q&A

Q: Our Student Government Assembly has been tabling many of the topics that have been brought up and now this is hindering the work and debate of the Assembly. Right now, most of the work is being done by the Executive Board. As President, I want to get more assembly members involved.

There are several students who are interested in pursuing some of the topics, but their attempts to create a committee in the Assembly have been tabled. Is it possible for the President to create a committee that reports to the President or Assembly without having to be created by the Assembly? - Andy, Jan. 4, 2000

A: It will depend on your bylaws. If they say that the President may create committees on his own initiative, then you may; if they're silent or say he may appoint committees as the Assembly or the Board requires, you may not. (See RONR pp. 572-73.)
