Parliamentary Procedure Q&A

Q: What constitutes a quorum? - Sandy, Jan. 3, 2000

A: A quorum is the minimum number of members it is necessary to have present in order to conduct business. This number is usually specified in the organization's bylaws under the article for Meetings. If the bylaws are silent, RONR specifies the quorum as a majority (i.e., more than half) of the membership.
