Q:
At December's Board of Directors' meeting, a motion to appoint someone (Jack) to a council position for another group was made, seconded, and passed on a vote of 5 for the motion, 2 against the motion, and 1 abstention.
I want to make a motion to rescind the appointment motion at the January Board of Directors' meeting.
I am one of the 5 who voted for the previous motion (prevailing vote).
Must the motion to rescind be in writing and provided to individual members before the meeting date or can it be done verbally at the meeting?
Would it be presented under "New Business" or "Old Business"?
Is the President of the Board required to have a vote once the motion to rescind has been made?
Any additional advice on this would be very helpful to me.

A:
- Technically, you rescind the affirmative vote, not the motion, to appoint to the council position.
- Unlike the motion to Reconsider, it isn't necessary to have voted on the prevailing side in order to move to Rescind.
Anyone may make the motion.
- It isn't necessary to provide notice of your intended rescission, but it may make it slightly easier to pass if you do.
That's because of the vote required to rescind:
- two thirds of the votes;
- a majority of the votes if previous notice was given; or,
- a majority of the membership, regardless of whether they're there or whether they abstain.
If your full Board has eight members, then the most votes you'd need is five, with or without notice.
However, not everyone may be present or vote in your January meeting.
See the table below for the number of votes you'd need.
- Since previous notice of a motion is different than the motion itself, you'll still need to make the motion at the January meeting.
It needn't be in writing unless that's a rule of your Board.
- If previous notice was given, the motion may be made during "Unfinished Business and General Orders."
If it wasn't given, then make it during "New Business."
- The President of the Board may vote.
