Parliamentary Procedure Q&A

Q: At December's Board of Directors' meeting, a motion to appoint someone (Jack) to a council position for another group was made, seconded, and passed on a vote of 5 for the motion, 2 against the motion, and 1 abstention. I want to make a motion to rescind the appointment motion at the January Board of Directors' meeting. I am one of the 5 who voted for the previous motion (prevailing vote). Must the motion to rescind be in writing and provided to individual members before the meeting date or can it be done verbally at the meeting? Would it be presented under "New Business" or "Old Business"? Is the President of the Board required to have a vote once the motion to rescind has been made? Any additional advice on this would be very helpful to me. - D.O., Dec. 26, 1999
