Q: At our constitutional amendment meeting there were some amendments that other members wanted to amend. Our Director of Legistration ruled that the only people who are allowed to make amendments are the members who originally made the amendments.

A: There is no rule in RONR that only the maker of the primary amendment may move its secondary amendment. In fact, it is much more common that another member move any secondary amendment. See RONR Section 12.
