Q: In an election for chief of a fire dept. can you leave a ballot blank and will it be counted in the total ballots cast? And if the winner has less than half does he still win? - Buddy, Dec. 14, 1999

A: You may leave a ballot blank if you wish to abstain. It is not counted in the total ballots cast. See RONR p. 409.

Unless the bylaws state otherwise, a majority is required to elect. In the absence of a majority you must re-ballot. See RONR p. 433.
