Q:
After members of a Board have acted on a specific issue, does a Point of Information request from a non-member concerning further procedural recourse on that issue (at a public hearing) take precedence over the next item on the agenda?

A:
Although a non-member at a hearing may request information, he may not move a Point of Information nor any other motion.
The board may handle the non-member's request as it wills, subject to any bylaw or rule of order.
