Should the executive board provide minutes to the general membership?

No.
The minutes of the board are for the board's use only.
The board may allow a non-board member to look at them; or the society can order the board minutes produced by
- a two-thirds vote;
- a majority vote with notice; or
- a majority vote of the entire membership.
