Q: Can the president of an organization appoint members to a position if the elected officers are unable to complete their duties for any reason? - Anon., Dec. 6, 1999

A: Check your bylaws. This question is often answered in a section called "Officers."

If your bylaws are silent on the question, it is the body that appointed or elected them to the office that is responsible for replacing vacancies. E.g., if the President appointed them, the President fills the vacancy; if the society elected them, the society fills the vacancy, having been given sufficient notice. See RONR p. 569.
