Q:
At a recent budget meeting of the congregation I serve, a disagreement arose concerning whether a motion to adopt the budget brought to the floor by the Church Council required a second.
Am I correct in my interpretation that motions brought to the floor by a committee (in our case Finance Committee and Church Council) are already seconded motions and require no second?

A:
As long as the committee is composed of more than one member and that a majority of the committee members approve the making of the motion, a seconding is implied.
