Q:
We have two meetings for our Hall Council: one of executive board members (officers of the council) and the other is a general meeting that all in the hall are invited to attend.
We are wondering if it is the job of the exec board to pass bylaws or if that is to be voted on in the general meeting while both non-members and members are present.
(Note that non-members cannot vote and members of general council are not exec board members.
Also executive board members are restricted from casting their votes in general meetings.)

The bylaws should always specify how they can be amended.
Amendments should be adopted by the Hall Council, not the board, and should require previous notice and a large percentage of the votes (such as two thirds or three quarters).
